August 23, 1983

83-329 - Jim Schmus, 63 Aylwin Road, representing the Cradock Recreational Leagues,
presented the following statement:

"As most of you are aware, Cradock Little League has been located at St. Julien's Creek
since aroung 1957. Since that time, Recreational Football and Soccer, Cradock High School
Junior Varsity Baseball, as well as Portsmouth Catholic Baseball, Softball and Soccer have
joined us to call ~he Athletic Complex at St. Julien's Annex home. The Government has now
offered this land for sale to the City of Chesapeake. We of the Cradock Recreational Leagues
are in need of a new home. 0~? question to you tonight is, "Where do we go?"

We are aware of some alternative locations, but the citizens of Cradock would especially
:!~ke ~ ~e~.~pac~,~ade available in the Wi~tiams Court property. We understand that Farm Frei
wants to purchase this property; and we wholeheartedly support them in this effort. However,
in the event Cradock L~ttle League must leave St. Julien, we ask the City to reserve a p
of the Williams Court property which is adjacent to property owned by the Scho61 Board at
Cradock High~.~School.

Over the past 20 years or so, the citizens of Cradock have invested approximately $250,00
in bulding the St. Julien Athletic ~omplex to one of the finest this city has to offer. These
same citizens have already expressed their willingness to do it all over again. Cradock is
proud of the voluntary contribuiions :!~ citizens have made ~o make Portsmouth a city in
which we are all proud to live. We are especially concerned that our young people be pro-
vided with a facility in which to Continue to eevelop athletic skills and have wholesome
fello~h~p.

Rest assured that if the city can obtain this most desirable lo~ation at Williams Court,
we of Cradock will donate as much labor and materials as possible to keep city expense as low
as possible. Through the joint efforts of the Engineering, Planning, Public Works, General
Serviees and Parks and Recreation Departments of this city, as Well as the fforts of the
citizens of Cradock, we feel that relocation expenses can be kept~i~at a ~.

We would ask that negotiations with Farm Fresh Droceed immediately; since m~ch time is
needed ~6 prepare playing areas. OUr next baseball season will get underway in April, and
fields must be seeded, fences moved, etc.

Please accept in advance our appreciation for your efforts on behalf of the hundreds of
children of the Cradock Recreational Leagues."

Mr. Gray asked the City Manager to look into the ~hiS~.situation and to report his findin
up-to-date and a report be furnished to Council at the next meeting~(September 13, 1983).

83-330 - Motion of Mr. Barnes and seconded by Mrs. Webb, to continue the public work
session regarding sign ordinance, and fOlloWin~ th~ public work session to go into an exeeuti
session for ~h~pur~ose or,discussing the following; and was adopted by unanimous vote:

(A) LEGAL MATTERS

(1) Consultation
(2) Litigation
(3) Contracts

(B) USE OF PUBLIC PROPERTY

(1) Acquisition
(2) Sale
(3) Use

(C) PERSONNEL

(1) A Personnel Matter

(D) BOARDS AND COMMISSIONS

On motion meeti~ng adjourned
APPROVED - ~
