September 27~ 1983 <br /> <br /> The accounts being written~off at this time are several general accounts for services and <br />property damage, public utility account~ for calendar years 1978 thru 1981, refuse accounts, <br />and ambulance service accounts. A detailed listing of the general and refuse accounts is at- <br />tached. Listings for the public utility and ambulance accounts are not attached because of <br />their volumes, however, copies are available for review in the Department of Finance. <br /> <br /> Consideration in relation to the total collections of the City, the accounts being writte <br />off are not excessive in number or amount. In fact, they amount to only about l~ percent of <br />the total billings for those years. We will continue our efforts, with the aid of the City <br />Attorney's office, to collect these and all other accounts due to the City. I recommend that <br />the Council adopt a motion To authorize these uncollectible accounts to be written~off the <br />City's accounting records." <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, that authorization be granted to write-of~ <br />uncollectible accounts, as requested, and was adopted by unanimous vote~ <br /> <br /> 83-363 Letter from the City Manager recommending adoption of a m~tion to authorize the <br />Commissioner of the Revenue to refund $7.~6 to Roses Sores, Inc. #20, based on an error in the <br />reporting of actual gross receipts on a city business license that was purchased May 24, 1982. <br /> <br /> "The Commissioner of the Revenue is requesting a partial refund for Roses Stores, Inc.#20 <br />in Town ~ Country Shopping Center, Portsmouth, Va. <br /> <br /> This refund of $7.06 is based on an error in the reporting of actual gross receipts on a <br />City Business License that ~as purchased on May 24, 1982. <br /> <br /> I recommend that Council adopt a motion te refund this overpayment in the amount listed <br />above." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Whitlow, that a refund in ~he amount of ~.06 be ~ <br />to Roses Stores, Inc. ~20, as requested, and ~as adopted by unanimous vote. <br /> <br /> Councilman Barnes asked that the subject of gross receipts of business licsnses be review- <br />ed by the Council at its earliest opportunity. <br /> <br /> 83-364 Letter from the City Manager recommending adoption of a motion to authorize the <br />Commissioner of the Revenue to refund ~120 for a professional city business license (attorney) <br />for Douglass W. Dewing. <br /> <br /> "The Cormmissloner of the Revenue has requested a refund for a 1982 Professional City Busi- <br />ness License (Attorney) for Douglass W. Dewing, 4124 Duke Drive, Portsmouth, Virginia. <br /> <br /> Mr. Dewing purchased a license on June il, 1982 for $120.00, and in December 1982 was newl <br />employed b~ a Norfolk law firm. He stated that while in Portsmouth during that time he did no~ <br />practice law, and would like a refund of $120.00, ~he full price of the license. <br /> <br />I recommend that this motion be adopted." <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs, Webb, that a refund in the amount of $120.00 b <br />paid to Douglass W. De~ing, 4124 Duke Drive, as requested, and was adopted by unanimous vote. <br /> <br /> 83~365 - Letter from the City Manager recommending adoption of a motion presenting the <br />5-year Capital Improvement Program and FY 1983/84 Capital Improvement Budget to the Planning <br />Commission for their review and Consideration. <br /> <br /> "A summary of the proposed five year Capital Improvements Plan for 1983-88 is enclosed fo~ <br />your information. Prior to your acting on this plan, I recommend that it be referred to the <br />Planning Commission for their review and consideration at a special meeting. Then, Councl can <br />hol~ a public hearing and consider the CIP at ~ts second meeting in October, with final adoptic <br />on November 8, 1983. <br /> <br /> The Municipal F~nance Commission has reviewed the proposed CIP and supports the funding <br />plan contained therein. The attached letter from the Chairman of the Municipal ~ina~ce'Commis- <br />sion recommends the CIP.to Council. <br /> <br /> In summary, <br />subsequent consideration off it by the <br />final adoption on November 8th. <br /> <br />Council at your meeting <br /> <br />recommend referral of the CIP to the Planning Commission at this time, and <br /> to he-held October 25th, with <br /> <br /> Moron of Mrs. Webb and seconded by Mr. Whitlow, that <br />and FY 1983/84 Capital Improvement Budget be presented to <br />and was adopted by unanimous vote. <br /> <br /> 83-366 - Letter from t~e City Manager recommending adoption of a moti~.n to award <br />to A & W Contracting for construction of Bunche Boulevard force main. <br /> <br />the 5-year Capital Improvement Progr~ <br />the Planning Commission, as requested <br /> <br /> low bid <br /> <br /> "As you recall in Marchilof this year, I directed the Public Utilities Department to publi~ <br />bid the Bunche Boulevard Force Main Project after Council received a request from the Tidewate~ <br />Utilities Contractors Association that Public Utilitie~s crews not be used (force account). <br /> <br /> Prior to bidding the project the Public Utilities Director working closely with our new <br />Director of Planning, Engineering & Inspections and Director of Public Works redesigned the <br />entire project in an effort to ~educe total project costs.
