September 27, 1983 <br /> <br />elimination of the request for a 48 inch cased crossing Of Victory Boulevacd. This Tunnel <br />would have been over 145 feet and cost in excess of $85,000 utilizing GYeeley and Hansen's <br />(private engineers) updated cost estimate. Other cost reduction included: <br /> <br /> o realignment of the force main so as not to bisect the planned <br /> Beechdale Commercial Park Site <br /> <br />o raised the pipe burial depth from 6-8' feet to 3 £~t <br /> <br />o reduced the pipe required thickness from class 51 to 50 <br /> <br />6 eliminated the need for 3 manholes to house air release values; <br /> and <br /> <br />o eliminated 108 feet of 12 inch gravity sewer as a result of <br /> relocation. <br /> <br />As a result of these major project revisions the~Public Utilities Department estimated their <br />cost (utilizin~ force labor account) to complete the work at $141,000. As you can see from <br />the following bids four of the five contractors submitted bids higher than the City's <br />estimate and one A & W Contracting came under. <br /> <br />Amount of <br />Bid Percent <br /> <br />~Pnbli£. Funds for this work have <br />previously been appropriated as part of the Pinners Point project." <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that the contract be awarded to A & W <br />Contracting,~beiflg the low bidder and as recommended, and was adopted by unanimous vote. <br /> <br /> 83-367 Consideration of a resolution expanding the Portsmouth Redevelopment ~ Housing <br />Authority from five to seven commissioners. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following resolution was adopted,~ <br />and by the following vote: <br /> <br />"A RESOLUTION EXPANDING THE MEMBERSHIP ON THE PORTSMOUTH REDEVELOPMENT AND <br />HOUSING AUTHORITY FROM FIVE (5) TO SEVEN (7) COMMISSIONERS. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia on the 13th day of September, <br />1938, mn accordance with the Housing Authorities Law of Virginia created a political subdivisi <br />of the Commonwealth designated,as the Portsmouth Redevelopment and Housing Authority with such <br />public and corporate powers as are set forth in the applicable laws of the Commonwealth of <br />Virginia; and <br /> <br /> WHEREAS, the powers of such Authorities are vested in the Commissioners thereof who are t~ <br />be appointed by the governing body of the City; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing <br />(5) members appointed by the City Council for terms of <br />this Council thaz an expansion of the number of members <br />diverse areas of our City. <br /> <br />Authority is currently governed by five <br />four (4) years, and it is the opinion o~ <br />would allow for greater input from <br /> <br /> NOW, THEREFORE, B~ IT RESCLVED that the Council of the City of Portsmouth expands the <br />Board of Commissioners of the Portsmouth Redevelopment and Housing Authority from five (5) to <br />seven (7) memb~ who shall be appointed for terms of offices for four (4) years; provided, <br />h ~ ~ <br /> owever, that~of those persons first appointed to the additional two (2) vacancies created <br />hereby, one (1) shall be appointed for a term of two (2) years and one (1) shall be appointed <br />for a term of three (3) years. <br /> <br />BE IT FURTHER RESOLVED tha~ this resolution shall take effect from the date of its adopti, ~.
