The portion of ~ighth Street in question represents right-of-way <br />previously acquired by the City for street widening purposes. <br /> <br /> "On July 12, 1983 City Council approved the appointment of viewers to consider~ the <br />application of the City of Portsmouth to close a portion of Eight Street, The portion of <br />Eighth Street in question represents right-of-way previously acquired by the City for <br />street widening purposes. <br /> <br /> The viewers have reported, as required by law, that no inconvenience would result from the <br />closure of this street." <br /> <br /> I recommend adoption of the ordinance un your a~enda to close a portion of Eighth Street." <br /> <br /> On motion of ~@. Whitlow and seconded by Mrs. Webb, the following ordinance was adoted on first and final <br />reading, and by the following vote: <br /> <br />"AN ORDIgkNCE TO CLOSE A PORTION OF EIGHTH STREET." <br /> <br />Ayes: Barnes, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83-361 - Letter from the City Manager recormnending adoption of a resolution for the creation of a Youth <br />Advisory eommission. <br /> <br /> "The School Board of the City of Portsmouth has adopted a resolution requesting the City Council to establi~ <br />a Youth Advisory Cormnission, a copy of which is enclosed for your information. As the Council is aware, a Youth <br />Advisory Commission had formerly provided a forum for the youth of our city to express their concerns regarding <br />matters relative to their interests. I am of the opinion that the formal establiskment of such commission would <br />encourage our local youth to actively participate in affairs of interest to our young citizens and to develop <br />a better understanding and appreciation of the workings of City government. I therefore, red--end the adopti6n <br />of the attached resolution establishing a Youth Advisory Commission." <br /> <br /> On motion of Mm. Whitlow and seconded by Mrs. Webb, the following resolution was adopted, and by the <br />ing vote: <br /> <br />RESOLUTION ESTABLISHINGA YOUTH ADVISORY COM~tSSION. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia is of the opinion that the youth of our community <br />should be encouraged to actively participate in community affairs and matters Of concern to the City and it's <br />citizens; and <br /> <br /> WHEREAS, the Council is. further of the opinion that a Youth Advisory Commission could provide assistance <br />advice to the City government on matters of interest to our young citizens and can assist in helping other youth <br />to understand and appreciate the workings of the City Government and the assets as well as the problem of this <br />City; and <br /> <br /> YYHEREAS, the School Board has requested that the City Council establish a Youth Advisory Commission to co- <br /> ordinate the participation of the young people of this City in c6mmunity sponsored programs and activities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia hereby establi~ <br /> a Youth Advisory Commission to perform the following functions: <br /> <br /> (1) To be responsive to the City Government by providing assistance and advice on matters referred to it by <br /> the City Council; <br /> (2) To assist in helping other youth in the community to understand and appreciate the workings of the City <br /> Government. <br /> (3) To obtain interpretations for youth on those City ordinances, rules and regulations which affect them; <br /> (4) To encourage local youth to actively participate in community affairs and matters of concern to the <br /> (5)i To initiate studies and investigations in the general field of youth and community interest and to <br />cormmmicate ifs findings and recommendations to the City Council and City Administration; <br /> (6) To help in the implementation of programs recorm~ended by the Commission. <br /> <br /> BE IT FURTHER RESOLVED tli~Z the members of the Commission shall be appointed by the City Council and shall <br />consist of two (2) representatives Of each of the City's Public High Schools, one (1) representative of each of <br />the City's Public Jufiior High Schools, and one (1[ representative of the City-wide Student dooperative Associa- <br />tion; and that the Youth Advisory Commission shall be directly responsible to the Council of the City of Ports- <br />mouth, and through the Council, to the citizens of this City." <br /> <br />Ayes: Barnes, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83-362 - Letter from the City Manager recommending adoption of a motion to authorize uncollectible accounts <br />to be written-off the City's accounting records. <br /> <br /> "It is necessary to write-off uncollectible accounts receivable periodically after appropriate collection <br />efforts have been exhausted. The Director of Finance has recommended the w~ite-off of accounts totaling $451,45! <br />and the City Attorney has reviewed the accounts, certified their uncollectibility, and concur in this recommenda. <br />tion. This matter also has been discussed with our independent auditors, Peat Marwick, and they concur in the <br />recommendation action. <br /> <br /> This action is primarily of accounting significance. If approved, the accounts will no longer be carried <br />on the formal accounting system records. However, this does not mean that the City relinquishes its right to <br />collect the accounts that have been written-off; in fact, the legal status of the claims will be unchanged by <br />this action. In many cases, judgements have been obtained against the debtor. <br /> <br /> <br />
