An extensive search was undertaken
to solicit proposals for an advertising agency and the City was successful in receiving eight
responses.

In accordance with State procurement procedures the selection was narrowed down to two
proposals. On the strength of these proposals I would recommend Primm and Company to assist
the City's Economic Development Department with all economic and industrial services. It is
also recommended that The Martin Agency be approved for coordinating the grand opening of the
North Harbor and developing all tourism marketing, advertising, promotional and public rela-
tions services associated with this project. The agreements with each agency would run for a
period of two years concluding on June 30, 1985.

The Primm and Company agreemant would be funded directly through the Department of
Economic Development with The Martin Agency from available Community Development funds pro-
grammed for the Crawford Project (whihh includes the North Harbor).

It is therefore recommended that
to execute respective agreements with

Motion of Mrs. Webb and seconded
to execute resnective agreements with

City Council authorize the City Manager (by a motion)
Primm and Martin."

by Mr. Holley, that the City Manager be authorized
Primm and Martin, and was adopted by unanimous vote.

83-382 Letter from the City Manager recommending adoption of a motion to authorize the
