<br />of Fayette Street east of Green Street in connection with the Effingham Redevelopment Project
<br />As required by law the applicant has gmven the appropriate~notice of application.

<br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF FAYETTE STREET.

<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has made application to vacate,
<br />close and discontinue the hereinafter-described portion of Fayette Street, and it appearing
<br />that notice of application and request for the appointment of viewers was duly advertised
<br />as required by law.

<br /> NOW, THEREFORE, BE IT RESOLVED by. the Council of the City of Fortsmouth, Virginia that A.
<br />N. Kendrick, Charles R. Hudgins, Robert Reed, Harrison Miller and R. E. B. Stewart be appointe
<br />viewers, and that James Moss and Clinton J. Fortune be appointed alternate viewers in the
<br />event one of the preceding viewers fails to participate, said viewers to view the hereinafter-
<br />described portion of such street and to report to this Council in writing whether in their
<br />opinion any, and if any, what inconvenience would result in vacating and closing the following

<br /> As you know, $90,000 was budgeted under the Department of Economic Development for the
<br />hiring of an advertising agency for the City of Portsmoutk. An extensive search was undertaken
<br />to solicit proposals for an advertising agency and the City was successful in receiving eight
<br />responses.
<br />
<br /> In accordance with State procurement procedures the selection was narrowed down to two
<br />proposals. On the strength of these proposals I would recommend Primm and Company to assist
<br />the City's Economic Development Department with all economic and industrial services. It is
<br />also recommended that The Martin Agency be approved for coordinating the grand opening of the
<br />North Harbor and developing all tourism marketing, advertising, promotional and public rela-
<br />tions services associated with this project. The agreements with each agency would run for a
<br />period of two years concluding on June 30, 1985.
<br />
<br /> The Primm and Company agreemant would be funded directly through the Department of
<br />Economic Development with The Martin Agency from available Community Development funds pro-
<br />grammed for the Crawford Project (whihh includes the North Harbor).
