October 11~ 1983 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that th City Manager be, and he hereby is, authorized to submit an application for funding to provide support for American Drawings V competition and to support a series of summer concerts for the general public." Manager recommending adoption of a resolution authorizing the City Manager to convey City owned property (Plover grive[ . "During the construction of Martin Luther King Drive several parcels of property were not needed for right-a-'way. Three (3) parcels of property have been advertised for sale and bids have been received. Two (2) individual property owners bidded on the three (3) parcels. Parcel ~1, map attached, received a high bid price of $655.36 from Paul E. and Virginia Lawson. Parcels #2 and ~3 received bids of $100 each from Robert Basham. It is recommended that City Council adopt a resolution to convey threse parcels to the appropriate high bidder." On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY (PLOVER DRIVE). WHEREAS, the City of Portsmouth owns certain hereinafter-described real property located on the West side of Plover Drive; and WHEREAS, the City of Portsmouth no longer has need for said property for its public uses and purposes, and the same is hereby declared to be surplus; and WHEREAS, pursuant to public advertisement as required by ~2.09 of the Charter of the City of PorTsmouth, said property was advertised for sale; and WHEREAS, the highest offers for the purchase of said property were: PARCEL I. Paul E. Lawson and Virginia Lawson in the amount of 6655.36; PARCEL II and III. Robert O. Basham in the amount of $200.00; and WHEREAS, the Council of the City of Portsmouth deems it to be in the best interest of the City to accept the offers made for the purchase of said property. NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager be, and he hereby is, authorized to convey the hereinafter-described property: To Paul E. Lawson and Virginia Lawson for the sum of $655.36: PARCEL I All that certain piece or parcel of land bounded and described as follows: BEGINNING at the intersection of the western right-of-way of Plover Drive and the southern right-of-way of North Street; thence N 55722'QO" west, a distance of 43.48' to the True Point of Beginning; thence S 89u08'19'' West, a distance of 117.48' to a point off the eastern right-of-way of the Elizabeth River Tunnel Commission property; thence along the aforementioned right-of-way N 9°11'23'' east, a distance of 75.54' to a point; thence S 55°22'00'' east, a distance of 128.10' to the True Point of Beginning. Said parcel containing 4,369.10 square feet. To Robert O. Basham for the sum of $200.00: PARCEL II All that certain piece or parcel of land bounded and described as follows: BEGINNING at the intersection of the western right-ofdway of Plover Drive and the southern right-of-way of North Street; thence N 55 22'00" west, a distance of 43.48' to the True Point of Beginning; thence S 31°23'05'' west, a distance of 55' to a point; thence N 55°22'O0'' west, a distance of 78.66' to a Point; thence N 89°08'19'' east, a distance of 92.85' to the True Point of Beginning. Said parcel containing 2,120.34 square feet.
