Originally, Planning <br />as if Military Road, located between Portsmouth Boulevard and Frances Street, met <br />for closure. <br /> <br />City to <br />Staff felt <br />the criteria <br /> <br /> City Council has appointed viewers and the Planning Staff has made further analysis which <br />would reverse their opinions. I, therefore, recommend that the Street Closure Application be <br />withdrawn." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, that authorization be granted for with- <br />drawal of the application, as requested, and was adopted by unanimous vote. <br /> <br /> 83-378 Letter from the City Manager recommending authorization by resolution to submit <br />Grant Applications (2) to Virginia Commission for the Arts for American Drawings V and Summer <br />Concert Series. <br /> <br /> "lhe Virginia Commission for the Arts is accepting applications for General Project Grant <br />for 1984-85. Fhe City's Director of Museums is requesting $4,785 from the Commission to pro- <br />vide support for the American Drawings V competition and $1,690 to support a series of nine <br />summer concerts for the general public. <br /> <br /> The funds requested through the 1984-84 application would be used for the exhibit of the <br />winners' drawings. The total project will cos5 $19,909. Of this amount, $6,375 will be col- <br />lected through artists' fees; $2,000 will be provided by the Smithsonian Institute; $1,000 wil <br />be contributed by private donors; $5,749 will represent in-kind staff services of the Portsmoul <br />Museum; and, $4,785 will be requested as a grant from the Commission. The exhibit will be <br />loaned to the Smithsonian Institute for a two-year nationwide tour. <br /> <br /> The application for the summer concerts is a SOS state and local matching grant~ The sum <br />of $1, 690 will be requested from the Commission; $300 will be expended from the Museum's <br />operating budget; $610 will be contributed by private donors; 2200 will be appropriated from <br />the Museum's Membership account; and, $414 will represent in-kind staff services. The total <br />grant amount equals $3,414. The concerns, which will be provided by Virginia Audiences, are <br />instructional in nature and are designed to expose the general public to music which is not <br />readily available in the city at this time. The musical concerts will be held weekly and will <br />range from classical to mcdern forms. <br /> <br /> Application guidelines rDquires City Council's authorization ~o submit requests to the <br />Virginia Commission for the Arts. Therefore, I recommend Council's approval of the attached <br />resolution authorizing submission. <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING <br />TO THE VIRGINIA COMMISSION FOR THE ARTS. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has created the Department of <br />Museums to coordinate the City's cultural activities within the boundaries of the City; and <br /> <br /> WHEREAS, the Virginia Commission <br />programs; and <br /> <br /> WHEREAS, the City of Portsmouth <br />pursuant to regulations governing the <br /> <br /> for the Arts provides funding to enhance local cultural <br /> <br />is eligible to submit grant applications for funding <br />administration and use of such funds. <br /> <br />h <br /> <br /> <br />
