~ "In accordance with the Council's direction relative to the action t~ken to adopt on first
reading the proposed comprehensive sign ordinance at the Council meeting of September 26, 1983.
the City staff has continued its review and revision of this proposed ordinance. This review
took into consideration those points raised in the correspondence from Creative Displays dated
September 30, 1983, a copy of which is attached for your information.

As a result of this review, I wish to bring to your attention the following recommended
revisions:

(1) The maximum advertising display area on off-premise signs in Industrial Zoning
Districts will be increased from 600 to 672 square feet.

(2) In C-2 Zoning Districts no off-premise signs shall be established within 500
(rather than 1000) feet of any other off-premise sign on the same s'ide of the
street. In addition, no off-premise sign shall be permitted on any plot upon
which improvements have been constructed in the C-2 Zoning District.

(3) With the exception of the M-1-R Limited Industrial District, us~ permits will
not be required for signs that comply with the restrictions of the comprehen-
sive sign ordinance. In lieu of a Council granted use permit, an administra-
tively granted certificate of compliance will be required for the erection,
alteration, repair or relocation of all signs in the City. As with all other
uses, use permits will be required for signs in the M-1-R District.

(4) For purposes of clarification only, ~40-288 has been amended to add additional
general regulations whereby temporary s~gns may be utilized during construction
of the building and for a period thereafter not exceeding 30 days from the
issuance of an occupancy permit. Temporary signs may be also utilized to
announce public, charitable, educational or religious events or functions
~ocated entirely within the premises of an institution; provided the signs
are not erected more than 30 days before the event or function and removed
~ithin 3 days thereafter. '

Off-premise signs will be restricted so as to not be located closer than 15
feet of any property line in addition to the setbacks required from the public
street.

(6) Section 40-291 ~a) has been amended to provide criteria by which the City
Council may determine certain streets to have special sign restrictions.

(7) Finally, certain amendments have been made to the Code, and certain other
sections of the City Code repealed, in order to remove conflicting sections.

I, therefore, would request that the City Council adopt the
ordinance, as amended, and that same be adopted with the proviso
upon adoption."
