<br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE COMPREHENSIVE PLAN
<br />FOR THE CITY OF PORTSMOUTH (CP-80-1. ENTITLED~PRIORITY ACTION PROGRAM FOR CENTRAL
<br />PORTSMOUTH (CP-83-1).
<br />
<br /> WHEREAS, the Council of the City of Portsmouth approved and adopted a comprehensive
<br />plan for the City of Portsmouth, Virginia, designated CPS01 at a meeting held June 24 1980'
<br />and ' '
<br />
<br /> WHEREAS, the Portsmouth Redevelopment 8 Housing Authority has caused to be prepared by
<br />Praful Shah 8 Associates, Inc., and Land Design/Research, Inc., a proposed amendment to the
<br />comprehensive plan through a document entitled: 'Priority Action Program for Central Ports-
<br />mouth", designated C -83-1,,~dnd
<br />
<br /> WHEREAS, the Planning Commission made a careful and comprehensive survey and study of
<br />the existing conditions and trends of growth and of the possible future requirements of the
<br />City and its inhabitants as respects the area designated within the proposed amendment; and
<br />
<br /> WHEREAS, the Planning Commission, prior to the recommendation, gg~e~nntide~and held
<br />public hearings on the amendment to the comprehensive plan as required by law, and prepared
<br />and recommended the amendment to the comprehensive plan for the physical, social and economic
<br />development of the City; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth has held public hearings, with notice as
<br />required by law, and considered the proposed amendment to the comprehensive plan; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth is of the opinion that the proposed amend-
<br />ment to the comprehensive plan through a document entitled: "Priority Action Program for
<br />Central Portsmouth" takes into consideration the physical, social and economic development of
<br />the affected portion of the City and that such plan needs to be amended so as to clarify that
<br />it encourages residential development within the affected area including housing for citizens
<br />of all levels of income.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the comprehensive plan for the City of Portsmouth, Virginia, designated CF~80-~be
<br />is amended through the document entitled: "Priority Action PrOgram for Sentral Portsmouth",
<br />designated CP-83-1 as clarified by this resolution and that same is approved and adopted."
