<br /> WHEREAS, Amendment No. 3 proposes to add certain property to the project area; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this Amend-
<br />ment is in the best interest of the City's renewal effort; and
<br />
<br /> wHERE~,'~this Council is cognizant of the'~onditions that are imposed by the provisions
<br /> of the Housing and Community Development Act of 1974, as amended, including those prohibitin
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its
<br />habitants that the said Amendment is approved.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 3 to the Redevelopment Plan for the Southside III Redevelopment
<br />Project, having been duly reviewed and considered, it is hereby fcund:
<br />
<br /> (a) That the objectives of the Southside III Redevelopment Project, Portsmouth,
<br />Virginia, can be better achieved by the adoption of said Amendment.
<br />
<br /> (b) That Amendment No. 3 for the pro~ect area meets the requirements as a Redevelop
<br />merit Project under Title 36 of the Code of Virginia, 1950, as amended.
<br />
<br /> 2. That Amendment No. 3 ~o the Southside III Redevelopment Plan for the Southside III
<br />Redevelopment Project, having been duly reviewed and considered, is hereby approved and the
<br />City Clerk is hereby directed to file a copy of said Amendment with the minutes of this meetin
<br />

<br /> 83-392 Consideration of a resolution approving the Five Year Capital Improvement
<br />for 193-84 through 1987-88 and a One Year Capital Improvement Program for 1983-84.
<br />
<br />The following letter received from the City Manager:

<br /> "On October 25, t~983, City Council held a public hearing on the Capital Improvment Progr~
<br />Attached for your consideration is a resolution requesting approval of the five-year Capital
<br />Improvement Plan for 1983~88
<br />
<br /> As ~ indicated in my September 22nd letter to you, this year's proposal is a result of
<br />ideas generated by citizens, Council Members, depar~men~ heads, and it renresents the City's
<br />best effort to establish a clear set of priorities over the next five years. It goes without
<br />saying that the purpose of the CIP is to provide a flexible planning tool for Council and Cit~
<br />staff, and at the same time prcvide the general public with a sense of purpose and direction.
<br />
<br /> It is recommended that City Council take positive action on the adootion of this resolu-
<br />tion.''
<br />
<br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following ~ote:
<br />
<br />"4 RESOLUTION APPROVING THE FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR 1983-84
<br />THROUGH 1987'-88, AND A ONE YEAR CAPITAL IMPROVEMENT PROGRAM FOR 1985-84.
<br />
<br /> WHEREAS, the City Manager has submitted to the City Council the Capital Improvement Plan
<br />for 1983-84 through 1987-88; and
<br />
<br /> WHEREAS, the City Planning Commission and the Municipal
<br />said plan; and
<br />
<br /> WHEREAS', a public hearing has been held to receive public comments on the
<br />ments Plan and on the one year Capital Improvement Program, and on the General
<br />Funds included therein; and
<br />
<br /> WHEREAS, the Council has considered the Capital Improvement Plan and the utilization of
<br />General Revenue Sharing Funds and finds them to be in proper form and expressive of Council
<br />policies and regard to necessary capital improvements.

<br />ordinary course of business of the City."
