<br /> 83-407 - Letter from the City Manager recommending adoption of an ordinance to appropriat
<br />$9,697,400 to provide funds for Phases II and III of the Pinners Point Treatment Plant Project.
<br />
<br /> "The Director of Public Utilities has requested an appFopriation in the amount of $9,697,
<br />to provide fends for Phases II and III of the Pinners Point Treatment Plant Project. As you
<br />recall, the Treatment Plant improvements are a part of the larger Sewage System Project which
<br />has a price tage of $28~8 million. Attached is a detailed breakdown of the completed and plan
<br />construction projects.
<br />
<br /> I ~h6~l~emp~asize that the proposed work ~s for primary treatment and if the City is re-
<br />quired to go to secondary treatment the cost could double (Secondary estimated at $27 million)
<br />The Director of Public. Utilities has.been working closely with officials of the Environmental
<br />Protection Agency and State Water Control Board to secure approval to defer or eliminate the
<br />requirement for a secondary treatment. Funding for the phases requested will be shared betwee
<br />the City (22%), EPA (66%), and the U. S. Navy (12%).
<br />
<br /> The low bidder out of the three firms submitting proposals was Pizzagalli Construction
<br />Company, Inc. with a bid of $8,734,000. As you recall, Pizzagalli is the contractor for the
<br />plant's first phase and is still on site. The following is a listing of bids received.

<br /> I might note that the bid price includes a deduction of $1,075,000 resulting from joint
<br />bidding and award of the two phases. In addition to the contract the proposed appropriation
<br />includes 10% for contingencies and $90,000 for Engineering and Project Administration.

<br />on first reading, that' the contract be awarded to the low bidder~ being Pizzagalli Constructio~
<br />Company, and was adopted by unanimous vote:

<br /> 83-408 Letter from the Eity Manager recommending adoption of an ordinance to appropriate
<br />$249,128 to purchase two (2) 1,S00 gallon per minute custom built fire pumpers.
<br />
<br /> "The ~1982/83 Capital Improvement Program authorized $120,000 for purchase of fire apparat~
<br />~tn ~anua~y, 1983, the City received a bid of $124,564 from American LaFrance for a 1,S00 gallon
<br />per minute custom built fire pumper and auxiliary equipment. Since that was the only bid re-
<br />ceived, I established a multi-department committee to study more economical ways to purchase
<br />fire apparatus.
<br />
<br /> In the meantime, the City of Virginia Beach asked if we wanted to participate with them
<br />in a joint purchase. We agreed that this was a worthwhile approach because a larger purchase
<br />might result in a lower unit price. However, when bids were opened October 7th, the low bid~
<br />for Portsmouth's units was $136,000, not including auxiliary equipment.
<br />
<br /> American LaFrance has agreed to honor its JanUary bid until November 22, 1983, provided
<br />we purchase two units, Sinae an additional pumper is authorized in the 1983/84 CIP, funding is
<br />available. The Fire Chief has recommended purchase of the two units and, in light of the sub-
<br />sequent bi~s, I concur with his recommendation. I, therefore,' request an appropriation of
<br />
