<br />spoke in support of the use permit.
<br />
<br /> James M. Nixon, Executive Director of YMCA, stated as soon as the homes are vacant on
<br />Bart Street, the YMCA has option to purchasing the land, and would own the entire triangle.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Gray, to concur in the recommendation of the
<br />Planning Commission, .UP 83-23 was approved on first reading, and was adopted by unanimous vote

<br /> 83-390 - Consideration of a resolution approving Amendment No. 14 to the Crawford Redevel~
<br />merit P~n~£o~,~Crawford Urban Renewal Project.

<br />The following letter received from the City Manager: Ref. to Items 83-390, 83-393(c),(a)

<br />"As Council is aware, Public Hearings were held on October 25, 1985, concerning ; (1) pro-
<br />posed changes in the Crawford Urban Renewal Plan,(2) adoption of the Priority Action Plan, and
<br />(3) the expansion of the D-1 Zoning. As presented to Council, all three (5) proposals ~c~ude
<br />mn~ti~d~sc~p~in~ functions that w~ll contain ~anufacturing, warehousing, commercial establish-
<br />ments, wholesale and retail sales and a host of residential districts for all income levels.
<br />
<br /> I would like to emphasize to City Council that the priority Action Plan does not exclude
<br />low income housing. There are portions that are anticipated to be available to low, middle
<br />and upper income, in an attemPt to rejuvenate the economic design of the downtown area.
<br />
<br /> I enthusiastically support all three (3) programs and recommend that the attached two (2)
<br />resolutions for the~Priority Action Plan as well as the ordinances (2) for the D-1 Zoning Dis-
<br />trict b~.adopted.
<br />
<br /> Minister Zaidi, 514 Effingham Street, representing Black Concerned Citizens, spoke in
<br />opposition ~o~Items 83~390 and 83,393.
<br />
<br /> Johnny' Clemons, 5805 Dunkirk Street, President of Portsmouth Branch N.A.A.C.P., stated
<br />that the NAACP is opposed to the amended plan or any plan that would put residents in the
<br />streets without providing safe and sanitary housing, and adequate planning for the persons
<br />who have been displaced; to be put on a waiting list of 1,000 persons is not an acceptable
<br />solution to the situation.
<br />
<br /> Warren S.' Harris, 1406 Carson Crescent, representing Citizens Advisory- Committee,
<br />stated that the CAC was in Yull support of the Program wi~h the stipulation that safe and
<br />adequate housing be provided for those persons who have been displaced.
<br />
<br /> Michael A. Kay, Executive Direetor of PRHA, responded to the speakers concerns and
<br />explained how ~'he housing would be handled.
<br />
<br /> Alvin Hinton, adress unknown ~ , spoke cqncerning housing for the indigent.
<br /> William Copeland, 2107 Staunton Avenue, spoke concerning tKe displacement of people unde
<br />the Priority Action Program for Central Portsmouth. (Item 83-395 (c))

<br />next meeting (November 22, 1983), when ~ems 83-393 (a) & (b) are presented for second reading
<br />in order that they may be adopted and implemented at the same time, and was adopted by unani-
<br />mous vote.

<br /> 83-391 - Consideration of a resolution approving Amendment No. 3 to the Redevelopment
<br />Plan for the Southside III Redevelopment Project.
<br />
<br /> On, 4~o~Lon of~Mr~ Gray and seconded by Mr. Beamer, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION APPROVING AMENDMENT NO. 3 TO THE SOUTHSIDE III REDEVELOPMENT
<br />PLAN FOR THE SOUTHSIDE III REDEVELOPMENT PROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted February 24, 1976, approved a Redevelopment
<br />Plan for the Southside III Redevelopment Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval, a copy of
<br />an amended Redevelopment Plan for the project area, which plan consists of 17 pages and 2
<br />exhibits; and
