Norman t~/~81a~dwed to speak concerning 18 months lease, and was adopted by unanimous vote. David M. Norman, 339 High Street, representing Community Services Board, responded to questions concerning length of lease and state funds. Subsgitute motion of Mr. Gray and seconded by Mr. Whitlow, that UP 83-23 be deferred to the meeting of December 13, 1983, and was adopted by 5-1(Nay-Webb) kote. 83-393 (b) CA 83-17 - Ordinance to amend the code, by amending Article V.1, Sections 40-118 through 40-125, pertaining to Downtown District D-1. On motion of Mr. Beamer and seconded by Mr. Whitlow, the following ordinance as adopted, as mmended, on final reading, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, BY AMENDING ARTICLE V.1, SECTIONS 40-118 THROUGH 40-125, 'PERTAINING TO DOWNTOWN DISTRICT D-i." Ayes: Nays: Beamer, Gray, H~lley, Webb, Whitlow, Johansen None Other Items Under Unfinished Business: 83-390 On motion of Mr. Whitlow and seconded by Mr. Gray, the following resolution, deferred from the meeting of November 8, 1983, was adopted, and by the following vote: '*A RESOLUTION APPROVING ~MENDMENT NO. 14 TO THE CRAWFORD REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN RENEWAL PROJECT. WHEREAS, this Council by resolution adopted August 1, 1967, approved a Redevelopment Pla for the Crawford Urban Renewal Project, Portsmouth, Virginia; an'd WHEREAS, there has been presented to this body for consideration and approval, a copy of an amended Redevelopment Plan for the project area, which plan consists of 14 pages and 3 exhibits; and WHEREAS, Amendment No. 14 p~oposes to add certain property to the project area; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, creed, sex or national origin; and WHEREAS, in the judgment of this Council it is in the interest of the City and its in- habitants that the said Amendment be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That Amendment No. 14 to the Redevelopment Plan for the Crawford Urban Renewal Project, having been duly reviewed and considered, it is hereby found: (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virginis can be better achieved by the adoption of said Amendment. (b) That Amendment No. 14 to the Crawford Redevelopment Plan meets the requirements as a Redevelopment Project set forth under Title 36 of the Code of Virginia, 1950, as amended. 2. That Amendment No. 14 to the Crawford Redevelopment Plan for the Crawford Urban Re- newal Project, having been duly reviewed and considered, is hereby approved and the City Clert is hereby directed to file a copy of said Amendment with the minutes of this meeting."
