This information incorporates recommendations discussed <br />by Council. <br /> <br /> Based on the conclusions drawn from staff research and the expressed need to provide <br />access to such facilities in more densely populated areas, I recommend the following mofifi- <br />cations to the Planning Commission's guidelines for Adult and Child Care: <br /> <br />(1) Allow group homes for children and group homes for adults in the <br /> following ~i~t~ ~i[-~ the issuance of a use permit. <br /> <br />Industrial M-l-R, Commercial C-1 and C-2, Office Residential 0R-75, <br />Residential R-60/R-60-A, Downtwon D-i, and Historic Limited Business. <br /> <br />(2) Eliminate Drop-Off Child Care Facility from consideration as the <br /> applications would be reviewed as child care centers. <br /> <br />This modified package of amendments is recommended for Council's consideration." <br /> <br /> David M. Norman, 339 High Street, representing Community Services Board, spoke in <br />support of the code changes as recommended~by Planning Commission. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Holley, CA 83-8, was approved on first <br />reading, as recommended for modification, and was adopted by unanimous vote. <br /> <br />- REPORTS FROM THE CITY MANAGER <br /> <br /> 83-429 - Letter from the City Manager recommending adoption of an ordinance authorizing <br />the closure of a portion of Fayette Street. <br /> <br /> "Portsmouth Redevelopment and Housing Authority (PRHA) 'has made application to close a <br />portion of Fayette Street. The Planning Director, in a report submitted by the Planning <br />Commission on September 6, 1983, recommended closure of the unimproved street and the appoint- <br />ment of viewers. The Planning Commission concurred with the Staff recommendation and appointe <br />viewers on September 13, 198I. <br /> <br /> The viewers have submitted their report, as required by law, and have indicated that no <br />inconvenience would result from the closure of this street. <br /> <br /> It is, therefore recommended, and I concur, that the attached ordinance be adopted by <br />Council." <br /> <br /> <br />
