At a regular meeting of the City Council held on Tuesday, December 13, 1983, there were <br />present: <br /> <br />Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, James W. Holley, III, <br />Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, Steven <br />Lieberman, City Attorney. <br /> <br /> Rev. Philip Parker, Pastor of Calvary Ba~i~t Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Beamer presided in the absence of the Mayor and welcomed all visitors in <br />attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes of the called meeting of November <br />22, 1983; minutes of the regular meeting~of November 22, 1983, to be approved as received, <br />and was adopted by unanimous vote. <br /> <br /> 83-444 - Certificates of Appreciation were presented by Vice Mayor Beamer to Sandra Jone~ <br />of the Mayor's Committee for Handicapped and June Hunter of ~the Community Services Board, for <br />their services rendered. <br /> <br /> 83-445:v~Public Hearing on a franchise to operate the Emergency Medical Services Vehicles <br />in the City of Portsmouth was held. <br /> <br />No one spoke. <br /> <br />No action taken. <br /> <br />83-446 - ~b~c Hear~mg ~n ~r~posed Charter Amendment. <br /> <br />No one spoke. <br /> <br />83-404 - Public Hearing on rezoning application, referred back to the Planning Commissio~ <br /> at the meeting of No~emUer 9, 1983: <br /> <br />(a) Z 83-23 <br /> <br />- Rezoning application of J. R. & Elizabeth D. McCotter for a tract <br /> of land on the west side of Cedar Lane; fr~m Residential R-150 and <br /> R-100 to Residential R=100-K. <br /> <br /> G. F. Hoggard, 6006 Churchland Boo_levard, representing J. R. McCotter property, spoke <br />in support of the rezoning~to R-100-K w~c~!.would allow for development of 12,500 square foot <br />lots.
