<br />The City Council convened at 6:00 p.im. with the following members present:

<br />Jack P. Barnes, Ben A. Beamer, Sr., iJ. Robert Gray, James W. Holley, III,
<br />Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, James T.
<br />Martin, Assistant City Attorney.
<br />
<br />Absent: J. E. Johansen
<br />
<br />Vice Mayor Beamer presided in the a~sence of the Mayor.
<br />
<br />The following call for the meeting Was read:
<br />
<br />"Please attend a called meeting of t!he City Council to be held at City Hall for the pur-
<br />o£ a public work session at 6:00 p.~. to discuss the City's 1984 Legislative priorities
<br />the Portsmouth Delegation to the General Assembly.
<br />
<br />Also, a called meeting of the City Ciouncil will be held on Tuesday, December 13, 1983, at
<br />p.m. in the Council Chamber, 6th flo!or of City Hall, 801 Crawford Street, for the purpose
<br /> executive session to discuss the foIllowing:
<br />
<br /> (1) Use, Sale, or Acquisition of
<br /> Public Property
<br /> (2) Consultation and Briefing on
<br /> Legal Matters including
<br /> Contracts and Litigation
<br /> (3) A Personnel Matter
<br /> (4) Boards and Commissions
<br />
<br />By order of the Vice Mayor."

<br /> Motion of Mr. Whitlow and seconded iby Mrs. Webb, to go into a public work session,
<br />an executive session to be held on Tuesdaiy, December 13, 1983, as stated in the call for
<br />meetings, and was adopted by the followinig vote:
