February 14, 1954 <br /> <br /> 84-46(g) Motion of Mr. Whitlow and seconded by Mr. Barnes, to <br />session to discuss the following, and was adopted by unanimous vote: <br /> <br />(1) Use, Sale, or Acquisition of Public Property; <br />(2) Consultation and Briefing on Legal Matters <br /> including Contracts and Litigation; <br />(3) A Personnel Matter; <br />(4) Boards and Commissions. <br /> <br />go into <br /> <br />an execntive <br /> <br />Council went into executive session at 9:41 p.m. <br /> <br />Council reconvened at 10:05 p.m. <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br /> 84947 - Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$'~',500 from the Public Utility CaPital Improvement Fund for Engineering and Inspection Service <br />pertaining to the Godwin Street Reservoir. <br /> <br /> "The Acting Director of Public.~tilities has requested $8,500 from the approved 1984/85 <br />CIP for the preparation and issuance of Bid documents along with providing inspection and con- <br />struction services for the renovation of the circa 1919, 2 million gallon ground storage re- <br />servoir at the Godwin Street complex. <br /> <br /> Originally, it was thought that the entire structure would have to be replaced at a cost <br />in excess of $1.1 million. However, after a complete and thorough study, it appears the walls <br />and base are structurally sound and only the bea~s, columns and slab roof needs to be replaced <br />The cost for this construction is estimated at $210,000. <br /> <br /> The attached ordinance would authorize an appropriation in the amount of $8,500 to <br />initiate this work. A subsequent appropriation for the construction funds will be necessary <br />after the bids are received and evaluated." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $8,500 FROM THE <br />FUND FOR ENGINEERING AND INSPECTION SERVICES <br />REPAIR OF THE GODWIN STREET RESERVOIR." <br /> <br />PUBLIC UTILITY CAPITAL IMPROVEMENT <br />PERTAINING TO THE RENOVATION AND <br /> <br /> 84-48 Letter from the City Manager recommending adopti6n of:an ordinance to appropriate <br />$50,000 from the Capital Improvement Fund for replacement of traffic signals along the High <br />Street corridor from Tyre Neck Road to Frederick Boulevard. <br /> <br /> "At my request, over the last six months, the Traffic Engineer has been working to improv <br />the traffic signal equipment on High Street from Tyre Neck Road to Frederick Boulevard. The <br />objective was to provide modification of ~he existing traffic system which would reduce the <br />congestion now being experienced. A multitude of tests was conducted as well as discussions <br />with various traffic signal suppliers. The results showed that the newer existing interface <br />equipment could not be integrated with the existing antiquated controllers. <br /> <br /> In order to provide for traffic progression in this corridor, the ~ld equipment must be <br />replaced. This year's Capital Improvement Budget included $50,000 for this purpose. The <br />Traffic Engineer recommends appropriation Of these bonds and ~n concur with his recommendation <br /> <br /> On motion of Mr. Gray and seconded by ~r. Beamer, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $S0,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />REPLACEMENT OF TRAFFIC SIGNALS ALONG THE HIGH STREET CORRIDOR FROM TYRE NECK <br />ROAD TO FREDERICK BOULEVARD.':' <br /> <br /> 84-49 - Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$12,850 from the Capital Improvement Fund for improvements to Portsmouth's Sleepy Hole Golf <br />Course. <br /> <br /> "The current Capital Improvement Program includes authorization for rebuilding and e~- <br />%a~ln~ tees at Portsmouth Sleepy Hole Golf Course. S~veral tees are in poor condition due <br />to Reavy play on rather limited tee surfaces. This project will result in resodding of three <br />tees and widening their surface, thus providing a larger teeing area and less intensive wear <br />in the future. <br /> <br /> The project was originally suggested by the Ladie Professional Golf Association as an <br />improvement for the annual LPGA tournament, but the work will also benefit players on a year- <br />round basis. Moreover, it will protect theC~y~si~$~t Sleepy Hole and prevent larger <br />scale repairs in the Euture. <br /> <br />One bid was received as follows: <br /> Amount <br /> City Estimate $1~00 <br /> United Turf, Inc. 11,371.66 <br /> <br />The required~ appropriation, including contingencieS, is <br /> <br />Per Cent <br /> <br />100.0 <br /> 59.9 <br /> <br />$12~850. <br /> <br /> <br />
