Hamilton for <br /> a family care home at 309 Pinecrest Drive. <br /> <br /> LaRue Anderson, 310 Mimosa Road, spoke against the use permit and presented the followin <br />petition: <br /> <br /> "WE, the undersigned oppose use permit application of Bobby D. and Betty J. Hamilton <br />for a family day care home at 309 Pinecrest Drive, Portsmouth, Virginia; signed by LaRue <br />O. Anderson and others." <br /> <br /> Also Mr. Anderson presented a list of time, dates and license numbers of Children either <br />being let-off or picked-up. <br /> <br /> Motion of Mrs Webb and seconded by Mr. Whitlow, to concur in the recommendation of the <br />Planning Commission that UP 84-2 be denied. <br /> <br /> Betty J. Hamilton, 309 Pinecrest Drive, Petitioner, spoke concerning the letter <br />withdrawing UP 84-2. <br /> <br />On motion UP 84-2 was denied, and by the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> Mr. Whitlow requested the City Manager's staff to meet with Mr. and Mrs. Hamilton, and <br />neighbors to see if there are any violations and what steps if any need to be taken. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 84-29 - The following crdinance approved on first reading at the regular meeting of <br />January 24, 1984, was taken up and read: <br /> <br />'AN 3RDINANCE TO APPROPRIATE $150,000 FROH THE CAPITAL IMPROVEMENT FUND FOR THE <br />ACQUISITION OF THREE PARCELS OF PROPERTY FOR THE $oBir~tE~I]ii~ PUBLIC SERVICE <br />AUTHORITY TRANSFER SITE.' <br /> <br />The following letter f~om the City Manager was received: <br /> <br /> "At your last meeting, several individuals who own property in the 2200 block of Frederic <br /> Boulevard requested that City Council consider purchasing their property if the proposed SPSA <br />.Transfer Station~is approved. The property owners indicated that because of the zoning re- <br /> strictions, they are'limited as to the use of their property (either improvements to or resale <br /> Following public comment, City Council requested that I render a recommendation on the pro- <br /> perties mn question, along with the possibility of targeting the land for commercial/industria <br /> development (private). <br /> <br /> A survey was conducted to ascertain the preferences of the eight propertyowners. From <br />this survey the reported owners of the properties indicated that they would orefer that the <br />City purchase their property. Attached is a list of the properties and repo~ted owners. To <br />%nitiate proceedings, I requested the City Attorney to conduct an appraisal of the properties <br />in question and meet with the owners to discuss a purchase price. With regard to the possi- <br />bility of reserving a portion of road frontage for industrialZcommerzial development, it ap- <br />pears that if the entire tract was assembled (6-8 acres) there could be development potential. <br />As you know, there is the possibility that if and when the RDF plant is built that the Trans- <br />fer Station could be incorporated into that facility; therefore, freeing up the Frederick <br />Boulevard site for future development. Based upon this possibility and the limited market- <br />ability of a smaller site fronting Frederick Boulevard, it is the recommendation of the <br />Director of Economic Development that the owners' properties be purchased and made a part of <br />Transfer Station site. <br /> <br /> In light of the property owners, desire to sell their property it is my recommendation <br />that the proposed appropriation ordinance be increased from $150,000 to $350,000." <br /> <br /> William Carter, Jr., 2213 Frederick Boulevard, inquired of the proposal adopted at the <br />meeting of January 24, 1984. <br /> <br /> The City Manager responded to Mr. Carter's inquiry. Mr. Carter commended the City <br />Manager for having the ability to see the conditions that had existed and did wh~t n~eded <br />to be done. <br /> <br /> John H~ Lewis, 2211 Frederick Boulevard, stated what he would expect when the time comes <br />for him to sell and relocate. <br /> <br />Motion of Mr. Barnes and seconded by Mr. Gray, to adopt the ordinance. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, to amend the ordinance to appropriate <br />$350,000, and was adopted by unanimous vote. <br /> <br />On motion the ordinance was adopted, as amended, and by the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
