This project is part of the larger sewage system <br />improvements which has a prmce tag of $28.8 million. Attached is a detailed breakdown of the <br />completed and planned construction project. Funding for the work proposed will be shared <br />between the City (22%), Environmental Protection Agency (66%), and the United States Navy (12~ <br /> <br /> The project consists of remote sensing units which send operational condition information <br />by radio signal to a central base where the data is shown on a monitoring screen and logged <br />on a printer. Various alarm conditions will be monitored 24 hours a day, which will allow <br />for the shortest possible response time should a problem arise. Wilson & Associates, Inc. 444,586 127% <br /> <br /> In addition to the contract, the proposed appropriation includes 10% for contingencies <br />for a total project cost of $342,825. <br /> <br /> The Acting Director of Public Utilities recommends appropriation of the necessary funds <br />and award of contract, and I concur in that recommendation." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, that the contract be awarded to the low bidder, Centennial Corporation, <br />and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE AN ADDITIONAL $342,825 FROM THE PUBLIC UTILITY <br />CAPITAL IMPROVEMENT FUND FOR IMPROVEMENTS TO THE PINNER'S POINT SEWERAGE <br />TREATMENT PLANT." <br /> <br /> 84-51 - Letter from the City Manager recomending adoption of an ordinance to appropriate <br />$65,000 from the Capital Improvement Fund for Roadway and Traffic Signal Improvements at the <br />intersection of Airline Boulevard and Kings Highway, and on Frederick Boulevard where it <br />intersects with South Street, King Street, and City's Compound Entrance Roadway. <br /> <br /> "The 1983-88 Capital Improvement Program authorized $30,000 to provide roadway and traffz <br />signal improvements at the intersection of Airline Boulevard and Kings Highway. This project <br />would include construction of left turn storage lanes on Airline Boulevard and replacement of <br />twnenty year-old traffic signal equipment. This project will improve the traffic flow through <br />this high accident area. <br /> <br /> Accidents that are now occurring at this location area~result of left turning vehicles <br />stopped in a through lane, thereby creating rear-end type collisions. With left turn storage <br />lanes, these accidents should be nearly eliminated. The new signal equipment on Airline <br />Boulevard and Kings Highway will produce better traffic flow and increased capacity. <br /> <br /> In addition, the 1983-88 Capital Improvement Program authorized $35,000 for roadway <br />improvements at three (3) locations on Frederick Boulevard from 1-264 to Rt. 17. This project <br />would provide for left turn storage lanes needed to decrease rear-end accidents and enhance <br />the traff~ccapacity on Frederick Boulevard~ <br /> <br /> These locations have become bottlenecks during peak periods because left turning vehicles <br />block the through movement on Frederick Boulevard. Approximately 37,000 vehicles per day <br />travel this route. These locations to be provided left turn storage lanes are: <br /> <br />1. Frederick Boulevard for north bound traffic at South Snreet. <br />2. Frederick Boulevard for north bound traffic at King Street. <br />3. Frederick Boulevard for south bound traffic at the City Compound entrance. <br /> <br /> It is therefore recommended, and I concur, that Council adopt th&~attached ordinance <br />to appropriate $65,000 for these much needed traffic and safety improvements." <br /> <br /> On motion of Mrs~ Webb and seconded by Mr. Gray, the following ordinance was approved on <br />first reading, and was adopted by unanimous vote: <br /> <br /> <br />
