of being motivated by a desire for private gain for themselves or others, particularly those <br />with whom they have family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said modified 1984 Community Development Program's Pro- <br />posed Statement of Objectives and Use of Funds, Uniform Displacement Policy and Urgent Needs <br />Amendment apprepriate to meet the needs of the City and, therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVEDby the Council of the City of Portsmouth, Virginia, that <br />the modified 1984 Community Development Program's Proposed Statement of Objectives and Use of <br />Funds, Uniform Displacement Policy and Urgent Needs Amendment, having been reviewed and con- <br />sidered, be and hereby are, approved in all respects and the City Manager is hereby authorized <br />to file the Final Statement of Objectives and Use of Funds, an amendment to the Urgent Needs <br />Program and any additional information as may be required with the Department of Housing and <br />Urban Development in order to obtain the 1984 Block Grant; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and <br />authorized representative of the City of Portsmouth and shall provide assurances as required <br />the regulations of the Housing and Community Development Act of 1974, as amended, for the <br />approval of the 1984 Community Development Program and the Urgent Needs Amendment[" <br /> <br />Ayes: Barnes, Beamer, Gray, Molley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 84-75 ~c~Lettefrfrom the City Manager recommending adoption of an ordinance to appropriat <br />$2,533,880 from~the Community, Development Fund for the 1984 Community Development Program. <br /> <br /> (See Letter under Item 84-74) <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was approved on <br />first reading, and wes adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $2,533,880 FROM THE COMMUNITY DEVELOPMENT FUND FOR <br /> THE 1984 COMMUNITY DEVELOPMENT PROGRAM." <br /> <br /> 84-76 - Letter from the City Manager recommending adoption of a resolution authorizing <br />submission of an application for funding to the Virginia Commission for the Arts. <br /> <br /> "The Virginia Commission for the A~ts is currently accepting applications for General <br />Project Grants 1984-85. Mr. A1 Harris, Administrative Assistant fo the Portsmouth Museums, <br />is submitting applications for two general projects. ~ <br /> <br /> The first project is a $5,000 grant for general operating expenses of the museums. The <br />Portsmouth Museum is eligible to apply for these funds due ~o an annual increase in local con- <br />tri~uti~ns for arts activities. The entire grant is funded by the Virginia Commission for the <br />Arts, and additional matching .funds are not required. <br /> <br /> The second project is an application for $10,000 from the Virginia~Commission for the <br />A~ts for a Visual arts exhibit of the works of Charles Sibley. Mr. Sibley is one of Tidewater <br />Virginia,s most renowned artists~ The exhibition will be accompanied by a cgtalogue and video <br />production documenting the show and Charles Sibley's life as an artist. Although, Mr. Sibley <br />has had shows in the area, this project will be the first complete retrospective of his works <br />The project is expected to attract over 150,000 visitors and artists in the Tidewater area tO <br />the exhibit. Grants funds from the Virginia Commission for the Arts will comprise 37% of the <br />total project cost; 33% represents in-kind staff services and funds fromcthe Portsmouth Museum <br />and, 30% of project costs will be acquired through donations and~the sale of exhibit catalogue <br /> <br /> Application for the funds will be competZ~ive throughout the state, and the applications <br />are due March 1, 1984. I recommend the approval of a resolution to support the submission of <br />these applications to the Virginia Commission for the Arts." <br /> <br /> On motion of Mr. Gray and seconded by Mr. BaTnes, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A.RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING <br /> TO THE VIRGINIA COMMISSION FOR THE ARTS." <br /> See resolution on page 103. <br /> Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 84-77 - Letter from the City Manager recommending adoption of a motion to refund Sovran <br /> Credit Corporation $373,60 for 1983 Business Personal Property Tax without interest. <br /> <br /> "T.he Commissioner of the Revenue is requesting a refund of 1984 Business Personal Propert <br /> taxes in the amount of $373.60 to Sovran Credit Corporation, 410 East Main Street, Elizabeth <br /> City, North Carolina. <br /> <br /> This coFpo~/t~ paid a'duplicate bill under the name of V.N.B.~Credit Corporation for <br /> the same location. <br /> <br />I recommend that Council adopt this mation, and a refund be granted without interest." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to refund <br />Sovran[[i~re~i~ Corporation $373.60 for 1983 Business Personal Property, without interest, and <br />was a4gpted by 6-0-1 (Whitlow-Abstaining) vote. <br /> <br /> <br />
