March 13, 1984 <br /> <br /> WHEREAS, the present procedures governing the allocation of recreational access funds are~ <br />set forth in ~33.1-223 of the Code of Virginia, 1950, as amended, and requires joint action by <br />the Commission of Outdoor Recreation and the State Highway and Transportation Commission; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth had duly adopted a Zoning Code pursuant <br />to Article 8, Chapter 11, Title 15.1 of the Code of Virginia, 1950, as amended; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth hereby requests <br />that the Commission of Outdoor Recreation des~ignates City Park as a public recreational area, <br />and that it further recommends to the State Highway and Transportation Commission that an <br />access road be provided and maintained to such area, <br /> <br /> BE~"F~RTHER RESOLVED that the Council of the City of Portsmouth requests the State <br />Highway and Transportation Commission, pursuant to such recommendation from the Commission of <br />Outdoor Recreation, to declare by resolution that such access road be provided and maintained <br />and that the necessary funds be allocated to insure improved access to serve City Park." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 84-91 Letter from the City Manager recommending adoption of a resolution authorizing <br />the conveyance of property to Portsmouth Redevelopment and Housing Authority (723 County Stree~ <br /> <br /> "The publicly owned~property known as 723 County Street, which is within the downtown <br />south area of the Crawford Urban Renewal Project. Officials of the Portsmouth Redevelopment <br />and Housing Authority have made an offer to purchase this property for its appraised value <br />of $2,310. The property will be combined with other parcels for ultimate disposal for new <br />construction in connection with the project plans. <br /> <br /> The attached resolution would authorize the City Manager to convey the property to <br />Portsmouth Redevelopment and Housing Authority for the agreed sales price, and I recommend <br />its adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PROPERTY TO PORTSMOUTH <br /> REDEVELOPMENT AND HOUSING AUTHORITY (723 COUNTY STREET). <br /> <br /> ~HEREAS, the City of Portsmouth owns certain hereinafter-described real property desig- <br />nated as 723 County Street and said property is no longer necessary for the uses and purposes <br />of the City and is, hereby, declared to be surplus property; and <br /> <br /> WHEREAS, said property is located within the Crawford Urban Renewal Project; and the <br />Portsmouth Redevelopment and Housing Authority has offered to purchase said property to be <br />combined with other property for future disposition in connection with the redevelopment <br />effort; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has agreed to pay the appraised <br />value of two thousand, three hundred ten dollars ($2,310.00) for said property; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority is a political subdivision of the <br />Commonwealth of Virginia and ~2.09 (c) of the Charter of the City of Portsmouth provides that <br />real property may be conveyed to the Commonwealth of Virginia or a political subdivision <br />thereof without advertisement and receipt of bids; and <br /> <br /> WHEREAS, the sale of said property to Portsmouth Redevelopment and Housing Authority for <br />disposition in connection with the Crawford Urban Renewal Project is deemed to be in the best <br />interest of the City. <br /> <br /> NOW, THBREFORE, BE IT RBSOLVBD by the Coundil of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to convey to Portsmouth Redevelopment and <br />Housing Authority the hereinafter-described property: <br /> <br /> All that certain lot, piece or parcel of land, with the improvements thereon, <br />s~tmate;~l~ing and being in the City of Portsmouth, Virginia, known as 723 County <br />Street, being more particularly bounded and described as follows: <br /> <br /> BBGINNING at a point on the south side of County Street 90', more or less, <br />east from the southeast corner of County and Effingham Streets at the west line of <br />property now or formerly owned by L. D. Brown; thence south alon2 said Brown's <br />line 113', mo~e or less, to the north line of the property now or formerly owned <br />by Ghonieteen Brown; thence west along said Borwn's line 30', more or less, to <br />the east line of the property now or formerly owned by Masonic Lodge, Inc.; <br />thence north along said Masonic Lodge, Inc.'s line and the line of the property <br />now or formerly owned by Bruce M. Watts i13', more or less, to the south side of <br />County Street; thence east along the south side of County Street 30', more or <br />less, to the point of beginning. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to sign <br />such deeds and other documents as may be necessary to complete this transaction." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
