i08 <br /> <br />March 1$, lgR4 <br /> <br /> The first resolution seeks a $225,000 grant from the Virginia Division of Parks and <br />Recreation for redevelopment of City Park. A similar amount has been included in our 1984 <br />Capital Improvement Program for Park development. Passage of this resolution would maximize <br />our local dollars by 100%. <br /> <br /> The second resolution seeks a grant for the maximum available Recreation Access Funds <br />from the S~at~ Highway Commission. It is anticipated that the maximum amount will be appro±i- <br />mately'~20~0~0'. <br /> <br /> At a later date I will recommend that City Council adopt a grant request for the construc <br />tion of a new public boat ramp. It is anticipated that funds for the ramp would be 100% Game <br />and Inland Fisheries. <br /> <br /> City Park with its ideal location, surrounded on three ($) sides by water, makes it <br />unparalleled in Tidewater as a water based Park. <br /> <br />Therefore, it is recommended that the attached resolutions be adopted by Council." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Whitlow, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION TO THE <br />COMMISSION OF OUTDOOR RECREATION FOR LAND AND WATER CONSERVATION FUNDS FOR <br />THE REDEVELOPMENT OF CITY PARK. <br /> <br /> WHEREAS, the Virginia Commission of Outdoor Recreation provides funds to assist political <br />subdivisions of the Commonwealth of Virginia in acquiring and developing open space and park <br />lands; and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a grant application to <br />of Outdoor Recreation for land and water conservation funds for the redevelopment <br />and <br /> <br />the Commissi, <br />of City Park <br /> <br /> WgEREAS, there are urgent needs within the City to develop park land, and City Park is <br />deemed ~f'~'~' ~e~elopment priority by the City Council; and <br /> <br /> WHEREAS, in order to attain funding assistance from the Virginia Commission of Outdoor <br />Recreation, it is necessary that the City Council guarantee a proportionate share of the cost <br />thereof, and that the project is to be funded fifty percent (50%) by the Virginia Commission o <br />Outdoor Recreation and fifty percent (50%) by the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the Council <br />does hereby endorse the application to be submitted to the Commission of Outdoor Recreation fo <br />Land and Water Conservation Funds for the redevelopment of City Park and gives its assurances <br />that the funds needed as the proportionate share of the cost of the approved project will be <br />provided up to Two Hundred Twenty Five Thousand ($225,000) Dollars, and that the general pro- <br />visions of the Land and Water Conservation Fund and the Virginia Outdoors Fund Fiscal Proce, <br />dures as well as all other applicable state and federal regulations governing such expenditure <br />of funds will be complied with in the administration of this project. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to file sai. <br />application for the grant certifying compliance by the City of Portsmouth with the appropriate <br />regulations governing the administration and use of funds. <br /> <br /> BE IT FURTHER RESOLVED that the National Park Service, the United States Department of <br />Interior, and the Virginia Commission of Outdoor Recreation is respectfully requested to assis <br />in the prompt approval and funding of this project in order to enhance the standard of recrea- <br />tional enjoyment of all our citizenry." <br /> <br /> Ayes: Barnes, Beamer, G~y~; Holley, Webb, Whitlow, Johansen <br />· .,,,. ~,,,~, ~ays: None <br /> <br /> 84-90 - Letter from the City Manager recommending adoption of a resolution requesting the <br />designation of City Park as a public recreational area and the approval of recreational access <br />road funds for the improvement and maintenance of an access road to City Pa~k. <br /> <br />(See letter under Item 84-89) <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following resolution was adopted, <br />a~db~y~he following vote: <br /> <br />"A RESOLUTION REQUESTING THE DESIGNATION OF CITY PARK AS A PUBLIC RECREATIONAL <br />AREA AND THE APPROVAL OF RECREATIONAL ACCESS ROAD FUNDS FOR THE IMPROVEMENT <br />AND MAINTENANCE OF AN ACCESS ROAD TO CITY PARK. <br /> <br /> WHEREAS, City Park is owned and operated by the City of Portsmouth, Virginia as a recrea- <br />tional facility for the residents of this City; and <br /> <br /> WHEREAS, there exists a proposal for the redevelopment of the facility which will necess~ <br />tare the need for improved access; and - <br /> <br /> <br />
