March 77~ 1954 <br /> <br /> 84-96 Letter from the City Manager concerning transfer of funds from the Grants <br />Contingency Account in the amount of $3,000 to construct a Senior Citizens Walking Fitness <br />Course, deferred from the meeting of March 13, 1984. <br /> <br /> "On March 13, 1984, City Council deferred the recommendation for a grant to construct <br />a Senior Citizens Walking Fitness Trail in City Park and r~quested a report concerning the use <br />of similar fitness trails in other~e~ of the City. <br /> <br /> A report from James C. Greiner, Director of Parks and Recreation has been forwarded to <br />you for review. <br /> <br /> As previously indicated the Olive Branch Forum and Parks and Recreation Advisory Com~ <br />mission have endorse this project and recommends your approval. Based on these endorsements <br />and the Director of Parks and Recreation's support I recommend approval of the fitness course. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that authorization be <br />$3,000 from the Grants Contingency Account, as requested, to construct a <br />Walking Fitness Course, and was adopted by unanimous vote. <br /> <br />granted to transfer <br />Seniox~Citizens~ <br /> <br />- REPORTS FROM THE CITY MANAGER - <br /> <br /> 84-105 - Letter from the City Manager recommending adoption of an ordinance to appropriat <br />$15,000 for payment to transport excavated material to the seawall for construction of the <br />Riverfront Park. <br /> <br /> "The Priority Action Program includes construction of the ~iv~m'~letPark at the end of <br />High Street as part of the downt6w~improvements. The construction of this park will require <br />approximately 9,000 to 10,000 cubic yards of fill to bring the area up to tha l~vel of the <br />seawall. <br /> <br /> Williams Corporation of Virginia, the contractor for the West Norfolk Road project, has <br />agreed to transport mm~F~em'~ excavated from that construction site to the seawall et a cost of <br />$1 per cubic yard, which is a cost-savings of approximately $4 to $5 per cubic yard(S10,000). <br />The remaining $5,000 would be for grading and additional fill if required. <br /> <br /> An appropriation of $15,000 is requested from the $250,000 authorized in the Capital <br />Improvement Program in FY 83-84 for the Priority Action Program. The City Engineer recommends <br />appropriation of these monies to cover the cost of transporting the fill. <br /> <br />I concur and recommend the appropriation of the requested funds." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was a~rpved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $~5,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />RP~ANSPOR.TATION OF FILL FOR THE CONSTRUCTION OF RIVERFRONT~¢PARK.'' <br /> <br /> 84-~i0'6 -"Letter from the City Manager recommending adoption of an ordinance to amend <br />Section 23-66(a) of the City Code pertaining to reckless driving. <br /> <br /> ':"~t~:has~recently been brought to onr attention that the General Assembly of Virginia has <br />amended the State Code pertaining to reckless driving in order to eliminate a loophole that <br />had existed regarding persons who drive vehicles at a speed 20 or more miles per hour in <br />excess of the posted speed limit. Chapter 23 of the City Code pertaining to motor vehicles <br />and traffic parallels the State provisions and, therefore, an amendment to ~23-66(a) is in <br />order. <br /> <br />.... In order to assure that the City Code conforms to the applicable State Code provisions, I <br />recommend adoption of the attached ordinance." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~MEND SECTION 23-66(a) OF THE CODE OF THE CITY OF PORTSMOUTH, <br />1973, PERTAINING TO RECKLESS DRIVING." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 84-107 - Letter from the City Manager recommending adoption <br />viewers for the closing of a portion of Raven Street. <br /> <br />of a resoluti.on appointing <br /> <br /> "Al Dumire and Charles Satterfield, Jr., have made an application to have a portion of <br />Raven Street between Greenwood Drive and Barclay Avenue vacated and closed. As required by <br />law the applicants have given the appropriate notice of application. <br /> <br /> The <br />requests <br /> <br />attached resolution, if approved by City Council, <br />their recommendation. <br /> <br />appoints the necessary viewers and <br /> <br />I recommend adoption of the resolution." <br /> <br /> <br />
