<br />followed by the Pledge of Allegiance to the Flag.

<br /> Mayor Johansen welcomed all visitors in attendance, recognizing students of the Govern-
<br />ment Class of I. C. Norcom High School.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the called meeting of April
<br />10, 1984; minutes of the regular meeting of April 10, 1984, to be approved as received, and
<br />was adopted by unanimous vote.

<br />tion on the events to be held for the 1984 Portsmouth Seawall Festival at Portside, on May

<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following items approved on first
<br />reading at the regular meeting of April 10, 1984, were adopted and by the following vote:

<br />84-120 - Group housing applications and amendment to the City Code:
<br />
<br />"A RESOLUTION GRANTING A GROUP HOUSING PROJECT PURSUANT TO SECTION
<br />40-55 OF THE CODE O~ THE CITY O~ PORTSMOUTH, VIRGIN.Ig, 1973, AS
<br />AMENDED, SAID PROJECT BEING LOCATED AT ELLIOTT AVENUE AND BEACON
<br />ROAD AND DESIGNATED GHP-84-4.

<br /> WHEREAS, Carlton E. McCuiston has made application pursuant to ~40-55 of the Code of
<br />th& City of Portsmouth, Virginia, 1973, as amended, for the granting and approval of a Group
<br />Housing Project consisting of eighteen (18) apartment units on a vacant lot located at the
<br />southeast corner of Elliott Avenue and Beacon Road; and
<br />
<br /> WHEREAS, the application has been determined by the Planning Commission to have met the
<br />requirements of §40~55 of the Code of the City of Portsmouth, Virginia, 1973, as amended; and
<br />
<br /> WHEREAS, the Planning Commission has reviewed such application and site plan submitted
<br />therewith, and has recommended a conditional approval of said application; and
<br />
<br /> WHEREAS, the developer has been informed that approval of a Group Housing Project ~
<br />zo ~40-55 grants only an exemption from certain requirements for residences as stated in said
<br />seation, and does not constitute a waiver of any other requirement embodied in the
<br />ordinance, zoning ordinance, the Code of the City of Portsmouth, Virginia, or any other appli-
<br />cable local, state or federal laws or regulations; and
<br />
<br /> WHEREAS, the developer is aware that building permits or any other required permit will
<br />be issued only upon compliance with the ordinance, laws or regulations applicable thereto.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that t
<br />certain Group Housing Project designated as GHP-83-6, more specifically described in corre-
<br />spondence from the applicant received by the Director of Planning on February 15, 1984 as
<br />shown on plans prepared by C. Raeford Eure and Dan E. Griffin, dated January 1984, and filed
<br />with the appropriate officials of the City of Portsmouth, Virginia, such correspondence and
<br />plans beiqg~$ade a part hereof, is hereby granted approval subject to the following terms and
<br />conditions:

<br /> 1. A detailed landscape plan must be submitted to the Planning Office for review and
<br />approval prior,to issuance of building permits."

<br />· 'AVENUE BETWEEN FREDERICK AND DEEP CREEK BOULEVARDS AND DESIGNATED
<br /> AS GHP-84-S.

<br /> WHEREAS, C. Raeford Eure has made application pursuant to ~40-55 of the Code of the
<br />City of Portsmouth, Virginia, 1973, as amended, for the granting and approval of a Group Hous-
<br />ing Project consisting of one hundred eight (108) condominium units to be developed on the
<br />south side of Elliott Avenue between Frederick Boulevard and Deep Creek Boulevards and desig-
<br />nated as GHP-84-5; and
