<br /> At a Regular Meeting of the City Council on Tuesday, March 14, 2000,
<br />there were present:

<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P.
<br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman.

<br /> Councilman Cameron C. Pitts, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Moment of Silence for Henry "Hank" Fallon.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on February 22, 2000, and a Regular Meeting on February 22, 2000,
<br />and was adopted by unanimous vote.

<br />Presentation of a special lapel pin to newly appointed Boards and Commissions
<br />member.

<br />00 - 51 - Joint public hearing with the Portsmouth Redevelopment and Housing
<br />Authority to consider the approval of the redevelopment plan for the Tower
<br />Redevelopment Project.

<br />1. Roger Brown, 9 North Point Drive, Chairman of IDA, spoke in support of
<br /> redevelopment project and action plans for Tower area.
<br />
<br />2. R. Jeffrey Barba, 14 Connor Place, spoke in support of major retail development for
<br /> Tower area.
<br />
<br />3. Bill Kline, 4524 Winston Road, IDA member, spoke in support of redevelopment
<br /> project for Tower area,
<br />
<br />4. Carroll Creecy, 700 Florida Avenue, spoke in support of redevelopment project for
<br /> Tower area.
<br />
<br />5. Anne Davis, 101 Crawford Park, President of Portsmouth Partnership, spoke in
<br /> support of redevelopment project for Tower area.

<br /> spoke in support of redevelopment project for Tower area.

<br />7. Sandra Shuler, 81 Hobson Street, Home Depot employee, spoke in support of Home
<br /> Depot.

<br />8. Linda C. Kuhlmann, 712 Potomac Avenue, spoke in support of redevelopment
<br /> project for Tower area.

<br />Raymond H. Suttle, Jr., P.O. Box 1288, Attorney for Montgomery Ward, uncertain of
<br />support for the redevelopment project designation for Tower area. (Letter on file in

<br /> (Portsmouth), spoke in support of redevelopment project for Tower area.

<br />11. Saunders Early, 316 North Street, spoke in support of redevelopment project for
<br /> Tower area.
<br />
<br />12. Matthew T. Taylor, 3860 Sunset Point, Attorney for Darling's Bakery, asked for as
<br /> much notice as possible for his client at Tower Mall.
