Steve Hughes, 3510 Portsmouth Boulevard, spoke in support of redevelopment for <br /> Tower area, but confused about projects and extent of private investment. <br /> <br />00 - 52 - Public hearing on a proposed resolution approving a plan for financing the <br />construction of an outdoor performing arts center and related facilities on the downtown <br />Portsmouth waterfront and authorizing the City to issue a general obligation guarantee <br />by the City to secure indebtedness of the Industrial Development Authority in an <br />aggregate principal amount not to exceed ten million dollars. <br /> <br />There were no speakers. <br /> <br />00 -53 - Public hearing on use permit and street closure applications: <br /> <br />(a) UP-00-05 <br /> <br />DOWNTOWN NEIGHBORHOOD - James Jolly on behalf of <br />Portsmouth Redevelopment and Housing Authority requests a use <br />permit to operate an entertainment establishment at 3 Harbor <br />Court. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to defer consideration of <br />UP-00-05 to the public hearing meeting of March 28, 2000, and was adopted by <br />unanimous vote. <br /> <br />(b) S-00-01 <br /> <br />SOUTHSIDE NEIGHBORHOOD - Ordinance granting the request <br />of the City of Portsmouth for the closure of all of that portion of <br />Wythe Street located in the City of Portsmouth, being and lying east <br />of the east right line of Ruth Brown Avenue (formerly Second <br />Street), and the west right right-of-way of First Street (now Closed). <br /> <br />Drew S. Terry, 536 South Street, International Federation of Professional and <br />Technical Engineers, spoke on closing of Wythe Street and asked for discussion of <br />alternatives for Norfolk Naval Shipyard traffic. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF WYTHE STREET <br />LYING EAST OF THE EAST RIGHT OF WAY LINE OF RUTH BROWN AVENUE <br />{FORMERLY SECOND STREET), AND WEST OF THE WEST RIGHT OF WAY LINE <br />OF FIRST STREET. (NOW CLOSED)" <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />00 - 54 - Adoption of a resolution approving a plan of finance with the Industrial <br />Development Authority (IDA) for the construction of the outdoor performing arts center. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution approving a plan of finance with the Industrial Development <br />Authority (IDA) for the construction of the outdoor performing arts center. <br /> <br />Purpose and Need: <br /> <br />· The City Council has previously approved a cooperation agreement between the <br />City and IDA for the IDA to own, construct and enter into agreements with Rising Tide <br />Productions to operate the City's waterfront, outdoor performing arts center. <br /> <br />· The IDA has authorized the issuance of bonds for this project at its February 15, <br />2000 meeting. <br /> <br />· The anticipated funding source for repayment of bonds is expected to be the lease <br />payments from Rising Tide and the following taxes: admissions, food and beverage. <br /> <br /> <br />
