<br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue
<br />the hereinafter-described portion of Trexler Avenue, and it appearing that notice of appli-
<br />cation and request for the appointment of viewers has been duly advertised as required by law.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />A. N. Kendrick, J. R. Wilkderson, Howard L. Davis, George N. Powers, Sr. and C. L. Knight be
<br />appointed viewers, and that ?g~b~rH J. Cart and Harrison Miller be appointed alternate viewers
<br />in the event one of the preceding viewers fails to participate, said ¥iewers to view the here-
<br />inafter-described portion of such street, and to report to this Council in writing whether in
<br />their opinion any, and if any, what inconvenience would result in vacating and closing the
<br />following:

<br />annual Summer Lunch Program and to transfer $104,805 from the Grants Contingency Account.
<br />
<br /> "The Department of Parks and Recreation once again will apply for funding from the United
<br />States Department of Agriculture to provide free lunches during the summer to Portsmouth youth
<br />who live in low income areas of the City. An application for $104,805.00 in federal funds
<br />will permit us to serve an estimated 2,240 meals per day for six weeks'at thirteen different
<br />sites, all of which are located in areas where more than fifty percent of the regular public
<br />school population was eligible for free or reduced price lunches. No local cash match is
<br />required By the grant.
<br />
<br /> The annual Sumner Lunch Program, which meets the nutritional needs of children during
<br />the summer vacation period as well as promote constructive use of leisure time, is an excellen
<br />one. I rezommend your approval of this project and the transfer of $104,805 from the Grants
<br />Contingency Account to fund the project after it has been awarded. The U. S. Department of
<br />Agriculture is not e~ec'%~ to award grants until early June, therefore I am requesting
<br />this administrative action to authorize the expenditure of funds upon notification of grant
<br />award. If the grant is not awarded, no expenditures will occur."

<br />Highway Safety Action Grant and to transfer $2,100 from the Grants Contingency Account.

<br />of Transportation Safety to update the Traffic Engineermng Department's comnuterized accident
<br />reporting system to retrieve and help analyze accident prone locations.
<br />a new methodology, requiring a more comprehensive data base including a fhf'ee-year accident
<br />history.
<br />
<br /> The information will be used to priorStize traffic signals, placement of traffic signs,
<br />and roadway improvements. In addition, the Police Department will use the information to
<br />identify high accident locations for selective enforcement~projects. The grant requires a loc
<br />match or 50% which will be provided from in-kind services.

<br /> I recommend the acceptance of the grant and the transfer of $2,100 from the Grants
<br />Contingency Account to fund this project.

<br />order to continue to provide the mandated coverage, additional funds are needed,
<br />$502,000 appropriated for this fiscal year, expenditures to date total $437,S82.
