May 8, 1984 <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Beamer, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to <br />for the off-site drainage and'hot spot" projects for <br />bidder, and was adopted by unanimous vote. <br /> <br />award contract in <br />1982-83 program to <br /> <br />the amount of $122,000 <br />the lowest responsible <br /> <br /> Mayor Johansen recognized the new Council-elect members <br />E. Louise Lucas and <br /> <br />Council recessed at 10:05p~m, and returned to the C6un~i] Chamber at ~0:20p.m. <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 84-152 Letter from the City Manager recommending adoption of <br />funds necessary for operation of the City Government for and during <br />July 1, 1984 and ending June 30, 1985. <br /> <br />an ordinance to appropriat <br />the Fiscal Year beginning <br /> <br /> "I hereby submit the appropriation ordinance for the Operating Budget for the fiscal year <br />beg.inning July 1, 1984, for your consideration on first reading. The ordinance reflects the <br />budget as contained in my recommendation previously submitted to City Council. <br /> <br /> This ordinance will be modified on second reading to appropriately detail any approved <br />general wage provisions as well as to reflect any other changes Council may direct. <br /> <br /> In addition, at the May 15, 1984 special meeting or Council to be called for the purpose <br />of considering the final adoption of the budget, I will submit several ~t~_~--rr~iLonordinances. <br />Consistent with my budget message, I am not recommending any increases in taxes or major fees; <br />however, there are several adjustments recommended for certain service fees, as well as some <br />modifications to other ordinances related to the budget. These are as follows: <br /> <br />ao <br /> <br />Senior Citizens and disabled tax relief income levels are recommended to be <br />changed to permit greater participation and to catch up with historical <br />inflationary pressures. The income level required to have 100% exemption <br />is being raised from $3,500 to gS,000 and the maximum to be eligible for <br />relief is recommended to be raised from $8,500 to S10,000. <br /> <br />Fire hydrant rental <br />per year per hydrant <br />outside of the City <br /> <br />fees are recommended to be increased from $75 to il00 <br />within the City and from $100 to $150 for hydrants <br />limits. <br /> <br />Septic tank disposal fees charged by Public Utilities to companies who dispose <br />of this waste at the treatment plant is recommended to increase form g7.00 to <br />$12.50 per S00 gallons. This increase will ~bpi~5 the fee schedule in line <br />with that being charged by the Hampton Roads Sanitation District. <br /> <br />Golf fees at city Park are recommended go be increased on both weekends and <br />weekdays by 50¢. Portsmouth Sleepy Hole Golf Course gees are recommended <br />to increase 50¢ on weeRA~%s and $1 on weekends. I am also recommending that <br />cart rental fees increase 50~ for nine holes and $1.00 for 18 holes, bringing <br />these rates to $5.50 and $11.00 respectively. These modest increases will <br />bring the schedule into alignment with comparable public courses in the area. <br /> <br />e. The Children's Museum fee is recommended to be established at a $1.00 rate <br /> for all visitors ~ ~:~'~ <br /> with this fee. ' I ~ave spoken with the Fine Arts Commission and they concur <br /> <br />fo <br /> <br />The General Assembly has enacted legislation permitting the assessment and <br />taxation on partially completed property (under construction), I'am proposing <br />to modify the existing local ordinance to encompass the provisions of this <br />State legislation. <br /> <br />The FY 1985 Pay and Classification Plan which established the pay ranges <br />and classifications of all employees, as well as setting the prodedures for <br />administering the plan, will be updated to reflect the operating budget and <br />its modifications. <br /> <br /> These items will complete the changes to be considered by the City Council which are <br />associated with the adoption of the 1984-85 Operating Budget. As all-but the appropriations <br />ordinance~require only one reading by Council, they will be submitted for consideration on <br />May 15, 1984, thereby presenting a comprehensive package. <br /> <br /> I am available to members of the Council to answer any questions you may have on the budge <br />and these related items. Further, I recommend the adoption of the appropriations ordinance <br />by the City Council." <br /> <br />Motion of Mrs. Webb and seconded by Mr. Beamer, to approve the ordinance on first reading <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, to amend the ordinance to include an in- <br />crease retirement 1% and restore the Deputy Fire Chief, and find funds without a tax increase. <br /> <br /> <br />
