Griffin, architect, ~r 3~ condominium units on a parcel of land <br /> generally bounded by London Boulevard on the north, Middle Street on the <br /> east and Queen Street on the south. <br /> <br /> Da5 Ei~GriffSn'~SArchitect, Professional Building, representing the developer, spoke in <br />support of the project. <br /> <br /> E. Saunders Early, 3410 High Street, representing Portsmouth Enterprises, Inc., stated <br />that the organization hoped that the city would benefit from the project and also compliment <br />the downtown area. <br /> <br /> Dr. Wilbur Kersey, 3805 Shoreline Drive, Pastor of Court Street Baptist Church, mentioned <br />concerns on the development, and stated that the church was interested in the property previous <br />Also, he was concerned df the over-all parking in the residential area. <br /> <br />* Claude M. Scialdone, 320 London Boulevard, spoke against the development and the manner <br />in which the sale of the property was handled. <br /> <br />* Motion of Mr. Beamer and seconded by Mr. Whitlow, that Mr. Scialdone be granted an addi- <br />tional 5 minutes to speak, and was adopted by unanimous vote, <br /> <br /> Motion of Mr. Whitlow and secondCd[by Mr. Beamer, to concur in the recommendation of the <br />Planning Commission, GHP 84-7 for 30 condominium units on: a parcel of land bounded by London <br />Boulevard on the north, Middle Street on the east and Queen Streeg on the south, was approved <br />on first reading, and by 5-0-2(Abstaining-Barnes, Holley) <br /> <br />(g) GHP 84-9 <br /> <br />- Group housing project application of Broad Street Partnership, by <br /> Richard P. Molenaar, partner, for four condominium units on property <br /> at 246-248 Broad Street[ <br /> <br /> Gordon B, Tayloe, Jr., Attorney, representing the Broad Street Partnership spoke in <br />favor of the project, and asked £or Council app~oval~ <br /> <br /> Langhorne D. Motley, 208 Board Street, representing the Port Norfolk Civic League, <br />spoke ~gainst the project. <br /> <br /> John Dale, 415 Mt. Vernon Avenue, spoke ~n ¢~eam£~:om~'=of~:rs~r~6~¢~ representing the <br />Port Norfolk Civic League, read a letter from Ha~ M. DeHart, President of the Port Norfolk <br />Civic League. Mr. DeHart's letter ask that the city code be changed to limit the number of <br />units constructed in 5600 sq. ft. to two units. Mr. Dal~ also asked that this project be <br />denied as it would put a burden on the neighborh6od~i~ <br /> <br />Michael Ro~e, 317 Charlotte, Developer, spoke in favor of the project:. <br /> <br />Robert B. Crowder, 235 Broad Street, spoke against the project. <br /> <br /> Louise Anderson, 2517 Bayview Blvd., ask that the project be denied because of flooding <br />and parking in the area. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to defer the matter until the next <br />meeting (May 22, 1984), for an opinion from the City Attorney,~and was adqpted by unanimous~ · <br />vote. <br /> <br /> (h) CA 84-4 - A proposal to amend Articles XIII of Ch~pt~er 40 of the City Code <br /> pertaining to signs. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray to amend Article XIII of Chapter 40, <br />excluding Section 40-285 (4), as recommended by the 'City Manager, was approved on first <br />reading,.and ~as adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 84-135 - The following ordinance approved on first reading at the regular meeting of <br />April 24, 1984, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $222,000 FROM THE CAPITAL IMPROVEMENT FUND FOR ~-~ <br />MISCELLANEOUS DRAINAGE PROJECTS." <br /> <br /> <br />
