<br />At a regular meeting of the City Council held on Tuesday, May 8, 1984, there were present
<br />
<br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, James W.
<br />Holley, III, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager,
<br />Steven Lieberman, City Attorney.
<br />
<br /> Rev. Thomas M. Steele, Pastor of New First Baptist Church, opened the meeting with prayer
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the public work session and
<br />called meeting of Aoril 24, 1984; minutes of the regular meeting of April 24, 1984, to be
<br />approved as received, and was adooted by unanimous vote.

<br />Public Hearing on rezoning, use permit, and group housing applications, and
<br />amendment to the City Code:
<br />
<br /> (a) Zoning Petition Z 84-5 - Rezoning application of Thomas Benvenuto, to rezone
<br /> property at 3409-3411 George Washington Highway; from
<br /> Industrial M-2 to Commercial C-2.
<br /> Attorney,
<br /> Gordon B. Ta¥1oe,~ Jro,/Central Fidelity Bant Building, representing the applicant, spoke
<br />in support of the application.
<br />
<br />Motion of Mr. Whitlow and seconded by Mr. Barnes, to approve the rezoning.
<br />
<br /> The City Attorney stated that property adjacent to rezoning
<br />before Council in the near future for consideration and suggested
<br />the same time.

<br /> Sub§titute motion of Mr. Barnes and seconded by Mrs. Webb, to defer action on Z 84-5 until
<br />rezoning of adjacent property on Belloort Avenue come before Council, and that both properties
<br />be advertised at the same time.

<br /> Motion of Mr. Gray and seconded by Mr. Barnes, to susoend the rule gnd Gordon B. Tayloe,
<br />Jr., Attorney, be allowed to response to question concerning site plan.
<br />
<br />Mr. Tayloe responded.
<br />
<br />On motion the substitute motion was adopted by unanimous vote.

<br />(b) Zoning Petition Z 84-6
<br />
<br />Rezoning application of John W. Ballard, III and Ann B.
<br />Katz, by Dan E. Griffin,a~r-~h%tez~/developer, to rezone a
<br />parcel of land on the west side of Twin Pines Road lying
<br />west of its intersections of Southampton Arch and Hedgerow
<br />La~; from Residential R-lB0 to Residential R-7S-K
<br />(Conditional).

<br /> Dan E. Griffin, Architect/Developer, Suite 308 Professional Building, representing the
<br />applicants, spoke in support of the the ~ezoning and group housing project applications.
<br />
<br /> Robert F. Parker, 5825 Hawthorne Lane; representing Edgefield/Southampton Civic League.~
<br />stated that the Civic League was not in oppositon of % 84-6 and GHP 84-6, but they were watch-
<br />ing the project very closely.
<br />
<br /> James N. Earley~ II, 4401 Twin Pines Road, representing St. Mark United Methodist Church
<br />as Pastor, s~ated that~he dhurch di~t obj~ect to the project, but were concerned.
<br />
<br />John Ballard, Richmond, VA, applicant, spoke in support of developing the property.
<br />
<br /> On motion of Mrs. Webb and seconded by Mr. Beamer, to Concur in the recommendation of
<br />the Planning Commission to rezone a parcel of land on the west side of Twin Pines Road, west
<br />of its intersections of Southampton Arch and Hedgerow Lane, from Residential R-150 to Resident~
<br />R-7S-K (Conditional), and the following ordinance was approved on first reading by unanimous
<br />vote:

<br />- Group housing, project application of John W. Ballard, III and Ann B.
<br /> Katz, by Dan E. Griffin, architect/developer, for 73 condominium units
<br /> on a parcel of land on the west side of Twin Pines Road lying west'of
<br /> its intersections with Southampton Arch and Hedgerow Lane.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Barnes, to concur in the recommendation of the
<br />~Ianning Commission, GHP 84-6 for ~eventy-three (73) condominidm units on the west side of
<br />Twin Pines Road, west of its intersection with Southampton Arch and Hedgerow Lane, was approved
<br />on first reading, and by unanimous vote.
<br /> Vice Mayor Beamer left the Council Chamber at 8:04p.m.
<br /> (d) Use Permit UP 84-4 - Use permit application of the Cathedral of Praise, by Linda
<br /> N. McCloud, trustee, for a child care center at 715 Summers
<br /> Place.
<br />
<br />Motion of Mrs. Webb and seconded by Mr. Gray, to approve the application.
