May 25,, 1984 <br /> <br /> At a speeial meeting of the City Council held on Tuesday, May 15, 1984, there were ~re- <br />sent: <br /> <br />J. E. Johansen, Ben A. Beamer, Sr., J. Robert Gray, James w. Holley, III, <br />Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, Steven <br />Lieberman, City Attorney. <br /> <br />Absent: Jack P. Barnes <br /> <br /> Vice Mayor Beamer opened the meeting with prayer, followed by the Pledge of Allegiance <br />to ~he F~ag..; <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 84-153 The following ordinance approved on first reading at the regular meeting of <br />May 8, 1984, was taken up and read: <br /> <br />"AN GRDINANCE TO REENACT ORDINANCE NO. 1983-41 IMPOSING AND LEVYING TAXES FOR EACH <br />FISCAL YEAR BEGINNING JULY 1ST AND ENDING JUNE 30th, UNLESS OTHERWISE CHANGED BY <br />COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY AND TOOLS WITHIN <br />THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT <br />OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS AND TO PAY PRINCIPAl AND <br />INTEREST ON THE PUBLIC DEBT." <br /> <br />The City Manager submitted the following letter: <br /> <br /> "As I indicated in my budget message, I am recommending no tax rate increases for the <br />1984-85 fiscal year. Therefore, the enclosed ordinance is for the purpose of simply re- <br />enacting the present tax rates on real estate, tangible personal property and machinery and <br />tools. <br /> <br /> I recommend that the City Council adopt this ordinance reenacting the present tax rates <br />for the next fiscal year." <br /> <br /> On motion of Mr. Gray and seconded by,Mr. Beamer, ~the'ordinance was:adopted, and byJthe <br />followih~:vote: <br /> <br />Ayes: Beamer, Gray, Holley, Webb <br />Nays: Whitlow, Johansen <br /> <br /> 84-152 The following ordinance approved on first reading at the regular meeting of <br />May 8, 1984, was taken up and read: <br /> <br />"AN ORDINANCE TO APPR©~RIATE FUNDS NECESSARY FOR OPERATION OF THE CITY GOVERNMENT <br />FOR AND DURING THE FISCAL YEAR BEGINNING JULY 1, 1984 AND ENDING JUNE 30, 1985." <br /> <br />7he City Manager submitted the following letter: <br /> <br /> "The attached ordinance appropriating funds for the operation of the City and Schools for <br />the fiscal year beginning July 1, 1984 is submitted for your donsideration on final reading. <br /> <br /> I have responded to the requests and concerns expressed by the Council during the budget- <br />ary process to reflect what I believe to be your directions. This includes the added oosition <br />of Deputy Fire Chief for Operations as well as an increase in retiree oensions by 1%, ~ringing <br />the July 1st raise to 4% retirees. <br /> <br /> In order to fund these modifications some adjustments to the budget I originally sub- <br />mitted are necessary so as to maintain the overall appropriations within the estimated revenue <br />Attached please find two schedules outlining alternatives available to the Council for imple- <br />menting these reductions. The first a~gternative encompasses the sharing of the modifications <br />with the School Board on an equitable basis. The second schedule contains the reductions nece <br />sary to fully fund the additions from within the City's general government departments. This <br />latter alternative has been developed within the framework of not seriously impairing the de- <br />livery of services to the citizens while at the same time minimizing the impact on the deoart- <br />ments. <br /> <br /> I recommend adoption of the operating budget appropriations ordinance under whichever <br />of these two alternatives that the Council considers to be more desirable." <br /> <br /> David Carter, 2115 High Street, representing Volungary Action Center, spoke in support of <br />the Ci{y Manager's;~ecommended budget fsri:the fult~!~am6unt~requested for the Retired Senior <br />Volunteer Program (RBVP); also spoke concerning the purchase of service from~ the Voluntary <br />Action Center for services to aid the City in the full use of volunteers throughout the City's <br />operations and thanked Mr. Hanbgry for his support and(§.uggegtions on the matter. <br /> <br />Motion of Mr. Gray and seconded by Mrs. Webb, to adopt the ordinance. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Whitlow, to amend the ordinance to <br />~:$I~Q~027 .~ reduc~ng:~-$~l&'r~ .CoFt~n~onc~ $72~!~6 an~ Emergency Co~!:ngency <br /> '~'wa:~:ado~:~d by S*l('Nay-Johansen) vote~ <br /> <br /> <br />
