<br /> State of Virginia in the amount of $2,000,000 f01r a new Churchland Academy Elementary School.
<br /> "Attached ~is a copy of a letter from Mr. Horace S. Savage, Jr., Clerk of the Board,
<br />requesting City Council's endorsement of a resolution authorizing the approval of the Ports-
<br />mouth City School's loan application, to the Sta~e Literary Loan Fund, in the amount of
<br />$2,000,.00.~ £or construction of a new Churchland ~cademy Elementary School.

<br /> I concur, and therefore, recommend City Council's approval of the attached resolution."

<br /> LOAN FUND IN THE AMOUNT OF $2,000,000..FOR ~ONSTRUCTION OF THE NEW CHURCH-
<br /> LAND ACADEMY ELEMENTARY SCHOOL.

<br /> WHEREAS, it has been determined that a replhcement for the Churchland Academy Elementary
<br />School should be constructed; and

<br /> WHEREAs, funds for such renovation are avai}able from the Literary Loan Fund of the
<br />State Board of Education, and the School Board o~. the City of Portsmouth has presented to
<br />this Council an application to the State Board o~ Education of Virginia for the purpose of
<br />borrowing from the Literary Loan Fund the sum oflTwo Million and 00/100 ($2,000,000.)
<br />Dollars for construction of the new Churchland A~ademy Elementary School.

<br /> NOW, THEREFORE, BE IT RESOLVED by the CounCil of the City of Portsmouth, Virginia,
<br />that the aPPlication of the School Board of the ~ity of Portsmouth to the State Board of
<br />Education of Virginia for a loan From the Litera~y Loan Fund in the amount of Two Million
<br />and 00/100 ($2,000,000.) Dollars for constructio¢ of the new Churchland Academy Elementary
<br />School is hereby approved, and authority is hereby granted to the School Board of the City
<br />oF.;~omtsmou~ to borrow said amount for the purpose set out in the application, for a
<br />period oF. tuenty (20) years at the rate of threelpercent (35) per year.
<br /> BE IT FURTHER RESOLVED that the Council of ¢he City of Portsmouth, Virginia, will

<br /> 84-194 - Letter From the City Manager recommending adoption'of a resolution authorizing
<br />the release of deeded easement along Chautauqua ~venue for the expansion of Doughtie's
<br />operations.
<br />
<br /> '*On February 9, 1984, the Virginia Port Authority (VPA) authorized the transfer of a 4.4
<br />acre parcel of land along Chautauqua Avenue to the Portsmouth!~Port and Industrial Commission
<br />in exchange for a 4.4 acre parcel at the corner ~f Hill Avenue and Wesley S~reet owned by the
<br />City.
<br />
<br /> As you are aware, the property to be received from VPA is to be sold to Doughtie's Foods,
<br />Inc. to.accommodate an expansion of Doughtie's o~erations. A deed of easement presently exist
<br />on this property which requires the maintenance ~f a 7-feet greenbelt along Chautauqua Avenue.
<br />However, Doughtie's Will need an entrance through this greenbelt in order to efficiently utili
<br />the property. This will require a resolution au[horizing the City Manager to release the
<br />recorded e~sement on this property.
<br />
<br /> Do~'ghti:e"S proposed expansion will result i~ the retention of approximately 45 existing
<br />jobs, the generation of 20 additional jobs, and ~pproximately $17,000 annually in new tax
<br />revenues.
