~ Doughtie's plan was submitted to the Port Norfol~ Civic League on March 1, 1984. <br />Attached is a letter from the Chairman of the Port Norfolk S~bilization Committee indicating <br />acceptance of the plan by the Civic League. <br /> <br /> A resolution has been prepared by the City Attorney authorizing release of the City <br />easement along Chautauqua Avenue. Doughtie's has agreed to maintain landscaping along <br />Chautauqua Avenue. This will result in a significant aesthetic improvement to the present <br />situation. I recommend approval of this resolution." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Whitlow, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AN EASEMENT ALONG THE EAST <br /> SIDE OF CHAUTAUQUA AVENUE; AND ACCOMPANYING CONTRACTUAL AGREEMENT. <br /> <br /> WHEREAS, by deed of easement dated January 22, 1975, recorded in the Clerk's Office <br />of the Circuit Court of the Clty of Portsmouth, Virginia in Deed Book 658, page 795, and <br />by contractual agreement recorded in Deed Book 658, page 798, Foley's Imports, Inc., granted <br />a certain easement along the east side of Chautauqua Avenue for the purpose of planting and <br />maintaining shrubs, bushes, trees and other green growing plants; and <br /> <br /> WHEREAS, the purpose of such easement and contractual agreement was to screen certain <br />industrial activities from the adjacent residential neighborhood; and <br /> <br /> WHEREAS, said industrial activities have been discontinued and the property is to be <br />conveyed.to Doughtie's Barbecue, Inc. for the expansion of office and plant facilities; <br />and <br /> <br /> WHEREAS, the proposed site plan for the development has been reviewed by <br />by the Port Norfolk Civic League and it has been determined that the easement <br />required. <br /> <br />the City and <br />is no longer <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to sign a deed to release the herein- <br />above-described easement and contractual agreement over the following property, to-wit: <br /> <br /> Ail that certain piece or parcel of property located in the City of <br />Portsmouth, Virginia, bounded and describad as follows: <br /> <br /> BEGINNING at a point on the east side of Chautauqua Avenue 160, north from the <br />northeast intersection of Chautauqua Avenue and Adriatic (formerly Arlington) Street, <br />and from there running north 47 58' west along Chautauqua Avenue 349.65' to a point; <br />thence ~turning and running north 85© 02' east 7' to a point; thence turning and <br />running south 4~58' east 349,65' to a point; thence turning and running south 85© <br />0.2?~'~s't ~' to the Point of Beginning." <br /> <br />Ayes: Barnes, Beamer, Holley, Webb, Whitlow <br />Nays: None <br /> <br /> 84-195 - Letter from the City Manager recommending adoption of a resolution approving <br />the issuance of Industrial Development Revenue Bonds by.the Industrial Development Authority <br />for I.S?S. Properties in an amount not to exceed $200,000 for a warehouse and wholesale <br />facility~to be located at 2400 Cleveland Street. <br /> <br /> "The Industrial Development Authority of the C~y of Portsmouth (IDA) held a public <br />hearing on Tuesday, May 15, 1984, to consider the issuance of Industrial Development P~ivze~m~e <br />Bonds for I.S.S. Properties. After the public hearing, the IDA approved issuance of bonds <br />in an amount estimated at $200,000 for the acquisition, renovation and equipping of an existi~ <br />warehouse facilitX located at 2400 Cleyeland St?eet.
