<br /> "As Council will recall, approximately one year ago I recommended a reorganization-to
<br />combine the departmenss of Traffic Engineering, City Engineering, City Planning and Inspection~
<br />under an umbrella department now known as the Department of Planning, Engineering an~ Inspec-
<br />tions. The manager of these departments will continue to be appointed by the City Manager and
<br />retain the titles of City engineer, Traffic Engineer and Building Official. The attached
<br />ordinance prepared by the City Attorney updates the City Code to properly reflect the new titl~
<br />of City Planner.

<br /> In order to clarify the reorganization approved Dy Council, I am recommending that the
<br />attached ordinance be adopted establishing the title of City Planner."

<br /> 'The City Attorney with asszstance from the Division of Management and Legislative Servic~
<br />annually reviews changes in the State law as enacted by the G~neral Assembly of Virginia in
<br />order to bring applicable sec~zons of the City Code into conformity with the requirements of
<br />the State law. As a result of this initial review of the actions taken by the 1984 session of
<br />~hd"{enera% Assembly, the City Attorney has recommended that an ordinance amending certain
<br />portions of Chapter 21 pertaining to Miscellaneous Offenses and Provisions, an ordinance
<br />amending ~hapter 23 pertaining to Motor Vehicles and Traffic and an ordinance amending Section
<br />18-S0(2).pertaining to Precious Metals be adooted.

<br /> It should also be noted that these ordinances revise cernain Dortions of the City Code whJ
<br />the local Courts have recently determined to be invalid and in the opinion of the City Attorne-
<br />brings the portions addressed into conformity with the requirements of State la~.
