June 26, 1984 <br /> <br />· Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Joha~sen <br /> Nays: None <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br /> 84-210 - Letter from the City Manager recommending adoption of an ordinance to appro- <br />priate $104,300 from the Community DEvelopment Fund for the Rental Rehabilitation Grant <br />Program to promote moderate rehabilitation of lower income rental units. <br /> <br /> "The U. Si Department of Housing and Urban Development has recently notified us of our <br />allocation of $104,300 of Rental Rehabilitation Grant Funds. The grant will be administered <br />by the Portsmouth,,Redevelopment and Housing Authority in the form of low interest rehabilita- <br />tion loans to owners of rental units affordable to low income persons. <br /> <br /> The neighborhoods targeted for the inaugural year of the program are Brighton, Cradock, <br />Park View and Prentis Park. A maximum of $5~000 in grant funds will be available per unit <br />with the~owners having to privately finance at least 50 per cent of the total cost of the <br />rehabilitation. Approximately 20 units will be improved during the first year. <br /> <br /> I recommend your approval of the Rental Rehabilitation ]rant Program, and adoption of the <br />attached ordinance to appropriate the funds." <br /> <br />Motion of Mr. Gray and seconded by Mrs. Webb, to ap!rove the ordinance on first reading. <br /> <br /> Substitute'mction of Mr. Whitlow and seconded by Mr. Barnes, the matter be tabled, and <br />was defeated by the following vote: <br /> <br />Ayes: Barnes, Beamer, Whitlow <br />Nays: Gray, Holley, Webb,'Johansen <br /> <br /> Substitute motion of Mr. Gary and seconded by Mr. Barites, that the matter be deferred to <br />the next meeting (July 10, 1984), and was' adopted by unanimous vote. <br /> <br /> 84-211 Letter from the City Manager recommending adoption of an ordinance to appro- <br />priate $70,000 for reconstruction and overlaying of selected roads and parking areas through- <br />out the City Compound and to award the contract to low bidder, Williams Paving Company, Inc. <br /> <br /> "The Capital Improvement Program authorizes S70,000 for needed repairs to roads and <br />parking areas in the City Compound with bituminous concrete. The project was bid for overlayi <br />at a depth of one and one-half inches with prices received as follows: <br /> Amount Percent <br /> Public Work Estimate $70,00( 100% <br /> Williams Paving Co., Inc. 69,800 99.7% <br /> Rea Construction Co. 91,250 130.3% <br /> <br /> The Director of Public Works recommends that the construction contract be awarded to the <br />low bidder, Williams Paving Co., Inc. I concur, and therefore, rec~mmnd awarding the contract <br />to the low bidder and appropriating $70,000 as identified in this ~ear's CIP by adopting the <br />attached ordinance." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the <br />on first reading; contract to be awarded to Williams Paving <br />was adopted by unanimous vote: <br /> <br />following <br />Co, , lnc, , <br /> <br />ordinance was approved <br />as recommended, and <br /> <br />"AN ORDINANCE TO APPROPRIATE S70,000 FROM FHE CAPITAL IMPROVEMENT FUND FOR <br />RECONSTRUCTION AND OVERLAYING OF SELECTED ROADS AND PARKING AREAS AT THE CITY <br />COMPOUND." <br /> <br /> 84-212 = Letter from the City Manager recommending adoption of an ordinance appropriatin <br />$15,500 to establish a gift shop for the Children's and Fine Arts Museums. <br /> <br /> "Mr. V. Wayne Orton, Acting Director of Portsmouth Museums, is requesting funds in the <br />amount of $15,500 to establish inventory and (part-time) sitaff the gift sh6p fdr the Children <br />and Fine Arts Museums located in the 1846 Courthouse. As you are aware, the work on this gift <br />shop has recently been completed. Included for your review is a three year revenue and expend <br />iture projection. <br /> <br />I am requesting your approval of the attached ordinance." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,500 FROM THE GENERAL FUND TO ESTABLISH A GIFT <br />SHOP FOR THE CHILDREN'S MUSEUM AND FINE ARTS MUSEUM LOCATED IN THE 1846 COURTHOUSE." <br /> <br /> 84-213 - Letter from the City Manager recomending adoption of an ordinance to enact <br />changes made by the 1846 General Assembly in the Virginia Public Procurement Act. These <br />changes are necessary for the City Code in order that they parallel with the changes in State <br />law. <br /> <br /> "Attached is an ordinance prepared by the City Attorney incorporating changes made by <br />the 1984 Generad Assembly concerning the Virginia Public Procurement Act.
