June 26~ 1984 <br /> <br /> Ma~or ~Johansen presented the zesolution to Mrs. Marlene Randall, and also, resolutions <br />to Ms. Dee Paine, Assistant Principal of Norcom; Dr. William Burton, Principal of Wilson; <br />Mr. Lindell Wallace, Assistant Principal of Manor; Mr. Raymond Hale, Principal of Cradock; <br />Ms. Norma Jean Taliaferro, Assistant Principal of Churchland; Sister EthelredR, Principal of <br />Portsmouth Catholic. Mayor Johansen commended Mrs. Randall and the Portsmouth Junior <br />Ambassadors for the outstanding $~rvicerrendered during the Festival. <br /> <br /> 84-209 - On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION RECOGNIZING REAR ADMIRAL JOHN DAVID EOSTELLO, UNITED STATES COAST <br />GUARD COMMANDER, FIFTH COAST GUARD DISTRICT. <br /> <br /> WHEREAS, Admiral John David <br />United States Coast Guard Cutter <br />and <br /> <br />Costello was responsible for the participation of the <br />Bear in the 1984 Portsmouth Seawall Festival at PORTSIDE; <br /> <br /> WHEREAS, as a result of Admiral Costello's leadership and commitment to the Bear's <br />Open House activities at PORTSIDE; and <br /> <br /> WHEREAS, without his support and dedication the event would not have come to fruition; <br />and <br /> <br /> WHEREAS, the public response was overwhelming in that over 40,000 were welcomed <br />aboard during the three day festival; and <br /> <br /> WHEREAS, ~he Bear's presence contributed greatly to the success of the 1984 Portsmouth <br />Seawall Fe's~tival at PORTSIDE. <br /> <br /> NOW, THEREFORE, BE 1% RESOLVED tha~ this Council expresses its admiration, appreciation <br />and esteem to Admiral Costello for his contributions to the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of <br />the City Council, and further that a copy be presented to Admiral John David Costello in <br />recognition of his service to this communmty." <br /> <br />Ayes~: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> Mayor Johansen presented the resolution to Commodore Howard B. Thorsen, Chief of Staff <br />for Rear Adm%ral John David Costello, and also, presented a picture of the waterfront to <br />the crew of the United States Coast Guard Cutter Bear in recognizion of their contribution <br />~hecsuccess'~ the Portsmouth Se~rwall Festival at P©RT$IDE, May 26-28, 1984. <br /> <br />tO <br /> <br />UNFINISHED BUSINESS <br /> <br />84-187 <br /> <br />Rezoning, use permit, and group housing project applications, and amendment <br />to the City Code: <br /> <br />(a) Zoning Amendment Ordinance Z 84-- <br /> <br />Rezoning application of the City Planning <br />Commission, by Thomas F. O'Kane, Jr., <br />Director of Planning, Engineering and <br />Inspections, to rezone property generally '~ <br />bounded by George Washington Highway on the <br />west and Bellport Avenue on the north, east <br />and south, approved on first reading a~ the <br />Public Hearing of June 12, 1984. <br /> <br /> On motion of Mr. Gray and seconded by Mr. ~Fhitlow, the following ordinance was adopted, <br />and by the following vo~e: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 84-~'' <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> ~b) On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution ~pproved <br />on first reading at the Public Hearing of June 12, 1984, was adopted on final reading, and <br />by the following vote: <br /> <br />"A RESOLUTION GRANTING A USE PERM%Ti TO RUSS RAND ASSOCIATES FOR THE INCIDENTAL <br />INSTALLATION OF PRODUCTS BROUGHT ON PREMISES IN THE TWIN B AUTO SALES STORE AT <br />4714 PORTSMOUTH BOULEVARD. <br /> <br /> WHEREAS, Russ Rand Associates, by C. Edward Russell, Jr., General Partner, has made <br />application pursuant to I40-70 (b) of the Code of the City of Portsmouth, Virginia, 1973, <br />as amended, for the granting of a use permit as hereinafter-described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required to be <br />done in connection with said application; and <br /> <br />WHEREAS, the Planning Commission has recommended the granting of said use permit. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> <br />
