<br /> "the State Code pertaining to eligibility for real estate tax exemption for property
<br />of the elderly and disabled has been amended to provi&e when there is a change-in status re-
<br />sulting from the death of the qualifying spouse, the exemption may still be available for a
<br />prorated.~or.tion of the current ~ax year. At the presen-t time, the City Code provides that
<br />such change in status automatically terminates the exemption. The attached ordinance would
<br />modify the City Code. to provide'for the pro~ation for.the current tax year.

<br /> "Presented for your consideration are amendments to Code sectfons 39-6 and 39-7 which
<br />establish an Administration Fee of g35 to cover personnel and other eperating costs associated
<br />with removal of weeds and debris. State Code Section 15.1~867 authorizes local governments to
<br />abate and remove nuisances including weeds and debris and ~o charge and collect costs related
<br />to that activity.
<br />
<br /> The present fee of ~35 was established in 1982 and was, at that time, considered'to be a
<br />reasonable charge for adminstration of the program. Since that time, however, a more detailed
<br />analysis of the activities associate~ with weed and debris removal indicates that personnel
<br />salaries, fringe benefits, data mrocesszng costs and postal fees are far zn excess of $35', and
<br />the current Administrative Fee is not adequate to cover local government expenditures for the
<br />program. I prcpose that the fee be increased to an amount of ~75 which is a more realistic
<br />charge in view of curre~ costs. ,

<br />I recommend approval of the proposed amendments."
