N. Kendrick, Simon P. Arrington, Richard D. Ottavio, James V. McGhee, and Raymond Tweed <br />be appointed viewers, and that Harrison Miller and James L. Linehan be appointed alternate <br />viewers in the event one of the preceding viewers fails to participate, said viewers to view <br />the hereinafter-described portion of Hamilton Avenue, and to report to this Council in writin <br />whether in their opinion any, and if any, what inconvenience would result in vacating and <br />closing the following: <br /> <br />HAMILTON AVENUE <br /> <br /> BEGINNING at the intersection of the north right-of-way of Glasgow Street <br />and the west right-of-way of Hamilton Avenue; thence along the west right-of-way <br />of Hamilton Avenue 113'; thence east 60' to the east right-of-way of Hamilton <br />Avenue; thence south along said right-of-way 113' to the north right-of-way <br />of Glasgow Street; thence west along said right-of-way 60' to the west right-of-way <br />of Hamilton Avenue, the Point of Beginning. <br /> <br /> BEGINNING at the intersection of the south right-of-way of Glasgow Street <br />and the west right-of-way of Hamilton Avenue; thence south along the west right-of- <br />way of Hamilton Avenue 195' to the west right-of-way of London Boulevard; thence <br />northeast along said right-of-way 123' to the east right-of-way of Hamilton <br />Avenue; thence north along said right-of-way 50' to the south right-of-way of <br />Glasgow Street; thence northwest along said right-of-way 55' and thence west 20' <br />to the west right-of-way of Hamilton Avenue to the Point of Beginning." <br /> <br />Ayes: Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 84~266 - Letter from the City Manager recommending adoption of a resolut-ion requesting <br />that the Defense Logistics Agency and the United States Navy prepare a full Environmental <br />Impact Stat~ement on the proposed St. Julien's Creek Annex Hazardous Waste S~orage Facility. <br /> <br /> "As requested by Councilman Robert Gray, our staff has been working with the Southeaster <br />Virginia Planning District Commission to develop a briefing paper concerning the potential <br />environmental impact of the proposed Hazardous Waste Storage Facility at St. Julien's Creek <br />Annex (copy of SVPDC's report is attached)[ <br /> <br /> One of t~8"~ajor concerns of my staff is that Portsmanth treats sewage from St. Julien's <br />Creek and we need postive assurance that hazardous wastes will not be discharged into the <br />sewage system by the Navy. The staff, and I concur, that the establishment of such a poten- <br />tially hazardous facility in the heart of a m~jor metropolitan area is not in the best inter- <br />ests of the citizens of Portsmouth~ <br /> <br /> The SVPDC at its Wednesday, July 19, 1984, meeting requested that a full Environmental <br />ImpaCt S~atement be prepared on this project. Not only would an EIS more fully evaluate the <br />impacts created by the facility, but it would also outline in more detail the mitigation <br />procedures to be followed. <br /> <br /> I fully Support SVPDC's position and would recommend that Council approve the attached <br />resolution prepared by the City Attorney requesting that the Defense Logistics Agency and <br />the U. S. Navy p~epare a full EIS on the proposed facility. AS indicated in the resolution, <br />copies will be forwarded to our Congressional Delegation as well as Bppropriate officials of <br />the Department of Defense." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, the following resolution was adopted, <br />and by the follow'iflg vote: <br /> <br />"A RESOLUTION REQUESTING THAT THE DEFENSE LOGISTICS AGENCY AND THE UNITED STATES <br />~AVY'PREPARE A FULL ENVIRONMENTAL IMPACT STATEMENT ON THE PROPOSED ST. JULIEN'S <br />CREEK ANNEX HAZARDOUS WASTE STORAGE FACILITY. <br /> <br /> WHEREAS~ the Defense Logistics Agency (DLA) and the United States Navy (Navy) are pro- <br />posing to develop a hazardous waste storage facility at the St. Julien's Creek Annex; and <br /> <br /> ~ttEREAS, the DLA and the Navy have completed an Environmental Assessment of the proposec <br />project contending that such. project ~ill not h~¥e a significant environmental impact and <br />that a full Environmental Impact Statement is not necessary; and <br /> <br /> <br />
