<br /> WHEREAS, representatives of the cities of Chesapeake, Norfolk, Portsmouth and Virginia
<br />Beach, operating through the Southeastern Virginia Planning District Commission, have reviewed
<br />the proposal and found that a number of significant environmental impacts can be expected as a
<br />result of the project's implementation; and
<br />
<br /> WHEREAS, the Environmental Assessment has not adequately evaluated these impacts, nor
<br />adequately evaluated alternatives to the proposed project; and
<br />
<br /> WHEREAS, the City of Portsmouth treats sewerage from the St. Julien's Creek Annex, and tk
<br />Environmental Assessment does not address the potential impact of the proposed facility on the
<br />City's sewerage treatment plant which may result from the introduction of hazardous wastes to
<br />the sewerage collection system; and
<br />
<br /> WHEREAS, the Southeastern Virginia Planning District Commission has
<br />Environmental Impact Statement be prepared on this project to more fully
<br />upon the adjacent civilian communities; and
<br />
<br />requested that a full
<br />evaluate the impact
<br />
<br /> WHEREAS, the Council of the City of Portsmouth is of the opinion that a full Environment~
<br />Impact Statement is required to assure that the establishment of a potentially hazardous
<br />facility in the h~art of a major metropolitan area ms not potentially hazardous to the
<br />of life enjoyed by the residents of the area.

<br /> NOW, THEREFORE, BE IT RESOLVED that

<br />Creek Annex Hazardous Waste Facility.

<br />copies of this resolution to Senator John W. Warner, Senator Paul S. Trible, Jr., Congressman
<br />Norman Sisisky, and the appropriate officials of the Department of Defense."

<br />the issuance of Industrial Developmen~ Revenue Bonds by the Industrial Development Authority
<br />of the City of Portsmouth for LTD ASsociates in the amoun~ of $1,370,000 for acquisition, con=
<br />struction, and equfpping of a motel to be located at 1031 London Boulevard to be owned by LTD
<br />Associates.

<br /> "The Industrial Developmen~ Authority of the City of Portsmouth (IDA) held a public heari'
<br />on Tuesday,. JuSy 17, 1984, relative to the issuance of Industrial Development Revenue Bonds
<br />for LTD ASsociates. This public hearing was held to correct a technicaI deficiency in the
<br />original notice of public he,ring ~n August, 1983. As an Inducement Resolution was passed
<br />by IDA for this project in 1983, it will not count agains~ the City's limitation on the amount
<br />of bonds that can be issued in 1984.
<br />
<br /> In accordance with the applicable federal and sta~e law, the IDA has requested City
<br />Council to approve the issuance of such bonds.
<br />
<br /> The purpose of these bonds is to enable LTD ASsociates to construct and furnish a motel
<br />at the corner of London Boulevard and Hatton Street. The Department of Economic Development
<br />has prepared a Fiscal Impg~$/Development summary for this-project which is a~tached for your
<br />information. This project is within the area of the Priority Action Plan for Central Ports-
<br />mouth and LTD Associates has agreed to abide by the provisions of that plan.

<br /> The attached resolution has been prepared by the City Attorney and I recommend its
<br />approval."

<br /> WHgREA&, the Industrial Development Authority of the City of Portsmouth, Virginia (IDA)
<br />kcs been authorized by the Ccuncil of the City of PortsmoFth, Virginia, to advertise and hold
<br />public hearings relative to the issuance of Industrial DeVelopment Revenue Bonds; and
<br />
<br /> WHEREAS, the IDA has considered the application of LTD Associates (the "Company") for
<br />the issuance of IDA's Industrial Development Revenue Bond~ in an amount not to exceed
<br />One Million, Three Hundred Seventy Thousand ($1,370,000) Dollars to assist in the financing
<br />of the acquisit£on; construction ~nd equipping of a 62-roSm motel, office and manager's apart-~
<br />ment, along with., furnishings, laundry facilities and amen%ties to be located at 1031 London
<br />Boulevard in the City of Portsmouth, Virginia, to be owned by the Company and has held public
<br />hearings thereon on A~gust 16, 1983 and July 17, 1984; an~
<br />
<br /> WHEREAS, the IDA has requested City Council to approve the issuance of the bonds to com-
<br />ply with the applicable federal and state laws; and
<br />
<br /> WHEREAS, a copy of the IDA's resolutions approving the issuance of the bonds, subject to
<br />
<br />
