<br /> "In the 1985/88 Capital Improvement Pro~ram, City Council authorized a total of $1.86
<br />million tbrough~the current fiscal year for construction of the RiverfrontPark and a portion
<br />streetscape improvements to High Street. This project includes elevation of the park area,
<br />inclusion of brick sidewalks and walkways, and replacement of all antiquat6d utilities within
<br />the project area.

<br /> The low bi~der, out of three firms submitting proposals was Conrad Brothers, Inc., with
<br />a bid of $582,569.56. The following is a listing of the bids received:
