<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Holley welcomed all visitors in attendance.

<br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes of the called meeting of July 10,
<br />1984; minutes of the regular meeting of July 10, 1984, to be approved as received, and was
<br />adopted by unanimous vote.

<br />Consent Agenda

<br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following items approved on first
<br />reading at the regular meeting of July 10, 1984, were adopted and by the following vote:

<br /> 82-242 - Rezoning and amendment to the Northside Redevelopment Project:
<br />
<br />"ZONING AMENDMENT ORDINANCE ~ Z[84q8~P©RTION A"
<br />
<br />~'A RESOLUTION APPROVING AMENDMENT NO. 6 TO THE NORTHSIDB REDEVELOPMENT
<br />PLAN FOR THE NORTHSIDE REDEVELOPMENT PROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted August 9, 1966, approved a Redevelopment Pla~
<br />for the Northside RFdevelopment Project, Portsmouth, Virginia; and
<br />
<br /> 'WHER~AS,~there has been presented to this body for consideration and approval, a copy of
<br />an amended Redevelopment Plan for the project area, which plan consists of sixteen (16) pages
<br />and two (2) exhibits; and
<br />
<br /> WHEREAS, Amendment No. 6 proposed to delete certain property in the project area, and
<br />change the land use in accordance with D-1 zoning; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />the Housing and Community Development Act of 1974, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREASi.in the judgment of this Council it is in the interest of the City and its inhab-
<br />itants that the said Amendment be approved.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 6 to the Redevelopment Plan for the Northside Redevelopment Pro-
<br />ject, having been duly reviewed and considered, it is hereby found:
<br />
<br /> (a) That the objectives of the Northside Redevelopment Project, Portsmouth, Virgini~
<br />can be better achieved by the adoption of said Amendment.
<br />
<br /> (b) That Amendment No. 6 to the Northside Redevelopment Plan meets the requirements
<br />as a Redevelopment Project set forth under Title 36 of the Code of Virginia, 1950, as amended.
<br />
<br /> 2. That Amendment No. 6 to the Northside Redevelopment Plan for the Northside Redevelop
<br />merit Project, having been duly reviewed and considered, is hereby approved and the City Clerk
<br />is hereby directed to file a copy of said Amendment with the minutes of this meeting.
<br />

<br /> (b) On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution approved
<br />on first reading at the regular meeting of July 10, 1984 was adopted, and by the following
<br />vote:

<br />"A RESOLUTION GRANTING A USE PERMIT TO MARILYN W. JENNINGS, DIRECTRESS, MONTESSORI
<br />CHILDREN'S CENTER, TO OPERATE A PRESCHOOL/ KINDERGARTEN FACILITY IN THE GREEN LAKES
<br />BAPTIST CHURCH AT 1610 HODGES FERRY ROAD.
<br />
<br /> WHEREAS, by resolution adopted September 27} 1983, the Council of the City of Portsmouth
<br />Virginia, granted a use permit to Carol R. Ullom, Directress, Montessori Children's Center, to
<br />operate a preschool/kindergarten facility in the Green Lakeg Baptist Church at 1610 Hodges-
<br />Perry Road ~UP-83-16); and
