August 14. 1984 <br /> <br /> REPORTS FROM THE CITY MANAGER - <br /> <br /> 84-279 - Letter'from ~he City Manager recommending adoption of an ordinance to appropriat <br />$80,000 for architectural/engineering design for a new fire station and relocation of the <br />existing personnel and equipment f~om the old Norfolk County 1947 facility on Cedar Lane. <br /> <br /> "The 1983/84 Capital Improvement Program identified 550,000 for architectural/engineering <br />design for a new fire station and relocation of the existing 1947 county facility on Cedar <br />Lane. The proposed site for the new fire station is on public right-of-way at the inter- <br />section of River Shore Road and C-edit Lane. This location will provide shorter response time <br />to the northern sections of Churchland and the areas where new development is occurring most <br />rapidly. The' proximity to the Western Ereeway interchange with Cedar Lane will provide im- <br />proved access to initial and secondary calls in other areas of the City. <br /> <br /> I recommend that the Council appropriate $50,000 from th~: FY 83/84 Capital Improvement · <br />Program for design of this new facility." % ~. ~ ' · <br /> <br /> On motio~ of Mr, Gray and seconded by Mr. Whitlow, the following ordinance was <br />on fir'st~r'eading, and Was adopted by 6-1(Nay-Webb)vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ARCHITECTURAL AND ENGINEERING DESIGN FOR A NEW FIRE STATION AT THE INTERSECTION <br /> OF RIVERSHORE ROAD AND CEDAR LANE." <br /> <br /> 84-280 Letter from the City Manager recommending <br />$335,000 for the renovation work to <br />Street. <br /> <br />approved <br /> <br /> adoption of an ordinance to appropr~at <br />the 2.0 million gallon ground storage reservior at Godwin <br /> <br /> ~arlier this year City Cnuncil appropriated $8,500 for the preparation and issuance of <br />bid documents, along with providing inspection and construction services for the renovation <br />of the 1919, 2 million gallon, ground storage reservior at the Godwin $~reet facility. <br /> <br /> This structure has been experiencing problems with expansion joint leaks and general <br />structural deterioration due to its advanced age. Originally it was thought that the entire <br />structure would have to be replaced at a cost in excess of $1.1 million. H6wever, after a <br />complete and thorough study, it Bppears that the wells and base are structurally sound and <br />only the beams, columns, and slab roof needs to be replaced. <br /> <br /> The low bidder, out of three firms submitting proposals was Virginia Bridge and Structure~ <br />Inc., wi~h a bid of $305,334. As you recall, this contractor was the one <br />recently did the excellent work on the 1846 Courthouse. <br /> <br />The required appropriation, <br /> <br />Construction Contract <br />C~n~i~gencies <br /> <br />including 10% contingency, is $335,000. <br /> <br />$305,334 <br /> 29,666 <br /> <br />$335,000 <br /> <br /> Therefore, I recommend appropriation of $335,000 and award Of contract to Virginia Bridge <br /> and Structu'~:s, Inc." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading; contract to be awarded to Virginia Bridge and Structures, Inc., as recom- <br />mended, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $335,000 F~@M THE PUBLIC UTILITY CAPITAL IMPROVEMENT <br /> FUND FOR REPAIRS TO THE 2.0 MILLION GALLON GODWIN STREET GROUND STORAGE RESERVOIR." <br /> <br /> 84-281 Letter from the City Manager recommending adoption of an ordinance to appropriat~ <br /> $183,214 to rehabilitate 3400+ feet of 10" gravity sewer main along Greenwood Drive. <br /> <br /> "As part of'the overall rehabilitation effort in the Greenwood Drive area, the Directors <br />of Public Works and Public Utilities recommend the replacement of the 10" gravity sewer line <br />on Greenwood Drive from Victory Boulevard to Bold Street. Television inspection of this main <br />clearly shows many deteriorated sections, and it would be cost effective to replace the main <br />prior to ~oad~ay improvements. <br /> <br /> Traditional replacement methods may have cost at least $217,000J The Departments have <br />investigated and recommend use of a patented process of placing a fiberglass ~iner W~t~n a <br />pipe. This method, called Insituform, has been used successfully by the cities of Newport New~ <br />and Richmond and by Fairfax County. The estimated cost is $183,214 which would represent a <br />sawings of $33,786, or 16%. <br /> <br /> <br />
