<br /> At a regular meeting of the City Council held on Tuesday, August 14, 1984, there were
<br />pres ent:
<br /> James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray,
<br /> L. Louise Lucas, Gloria O. Webb, Morton V. Whi~t~low,~G~eorge
<br /> Manager, Steven Lieberman, City Attorney.
<br /> Rev. Winston E. Waugh, Pastor of Fellowship United Church of Christ, opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Ho~lley welcomed all visitors in attendance.
<br /> Motion of Mr. Gray and secQnded by Mrs. Lucas, minutes of the called meeting of July 24,
<br />1984; minutes of the regular meeting of July 2~, 1984; and minutes of the called meeting of
<br />August 6, 1984, to be approved as received, and was adopted by unanimous vote.
<br /> 84-276 - On motion of Mrs. Webb and seconded by Mrs. Lucas, the following resolution was
<br /> adopted, and by the following vote:
<br />
<br /> "A RESOLUTION RECOGNIZING AND EXTENDING THE CONGRATULATIONS OF THE COUNCIL OF
<br /> THE CITY OF PORTSMOUTH TO MAISHA KITO STITH.
<br />
<br /> WHEREAS, Maisha Kito Stith, a 10 year old resident of the City of Portsmouth, and the
<br /> reigning "Miss Preteen Virginia" was, on June 25, 1984, named "Miss National Preteen" at a
<br /> pageant in Pigion Forge, Tennessee; and
<br /> WHEREAS, ~aisha Kito Stith achieved that recognition through hard work and dedication as
<br /> exemplified by her many other accomplishments through numerous activities she has participate~
<br /> in; and
<br /> WHEREAS by her successful achievements she has represented the City of Portsmouth in a
<br /> commendable manner.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br /> the Council hereby extends its congratulations to Maisha Kito Stith and recognizes her
<br /> achievqments in bein~ named "Miss National Preteen".
<br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the Minutes of the
<br /> Council and a copy be presented to Miss Stith in recognition of her achievements."
<br />

<br /> Mayor Holley presented the resolution to Maisha Kito Stith; also a "Key to the City" in

<br /> Services Advisory Commission, for services rendered.

<br /> 84-261 - The following ordinance approved on first reading at the regular meeting of
<br />July 24, 198.4, was taken up and read:

<br /> "AN ORDINANCE TO APPROPRIATE $780,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br /> CONSTRUCTION OF RIVERFRONT PARK AND IMPROVEMENTS TO HIGH STREET BETWEEN WATER
<br /> AND CRAWFORD STREETS."

<br /> On motion of Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted, and by the
