<br /> 84-345 - On motion of Mr. Gray and seconded by Mrs. Lucas, the following resolution w~s
<br />adopted, and by the following vote:

<br />"A RESOLUTION EXPRESSING THE CONCERNS OF THE COUNCIL OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, WITH THE CONSTRUCTION OF AN ASH DISPOSAL FACILITY ON THE PORTSMOUTH/
<br />CHESAPEAKE BORDER.
<br />
<br /> WHEREAS, the Virginia Electric and Power Company (VEPCO) has recently announced plans
<br />to expand its power station at Gilmerton, located in Chesapeake, Virginia; and
<br />
<br /> WHEREAS, one aspect of the project calls for the construction of an ash disposal
<br />facility in Chesapeake near its border with the City of Portsmouth in the vicinity of
<br />Cavalier Manor, a residential neighborhood within the limits of the City of Portsmouth,
<br />Virginia; and
<br />
<br /> WHEREAS, VEPCO has requested a use permit from the Chesapeake City Council for a one
<br />hundred seventy acre (1~0) site; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth supports the development of Industrial
<br />Zoned land in its neighboring cities; but is concerned that the establishment of a potentiall~
<br />hazadous facility in the vicinity of a residential area is potentially hazadous to the
<br />quality of life enjoyed by the residents of the area; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth is of the opinion that a full environment
<br />impact study should be conducted to evaluate the impact of the proposed project to assure
<br />that it will not have a significant environmental impact.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia,
<br />requests that the Council of the City of Chesapeake, Virginia, withhold action on the
<br />use permit until such time as a full environmental impact study can be prepared assuring that
<br />the project will not have a significant environmental impact upon the quality of life enjoyed
<br />
