Powell for erroneous 1984 Personal Property Tax <br /> <br /> "The Commissioner of the Revenue is requesting a refund of 1984 Personal Property taxes <br />to Thomas E. Powell, P. O. Box 3129, Portsmouth, Virginia 23701. <br /> <br /> Mr. Powell was erroneously assessed on his[i. 1980 Oldsmobile, therefore, a refund of <br />$33.93 (without penalty and interest) is requested. <br /> <br />I recommend that Council adopt this motion, and a refund be granted." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that authorization be granted to refund <br />$33.93 (without interest) to Thomas E. BOX 3129, Portsmouth, VA for erroneously <br />assessed personal prope~%y taxes, and was adopted by unanimous vote. <br /> <br /> 84-339 , Letter from the City Manager recommending adoption of a motion to implement <br />Alternative Work Program to allow inmates serving sentences for misdemeanors to work on City <br />beautification projects. <br /> <br /> "As you recall, Councilman Whitlow over the past several years has been interested in <br />pursuing the.use of prison inmates on City work projects. To date, we have had limited succes <br />because of conditions set forth in the. State Code. However, the 1984 General Assembly amended <br />the State Code to allow inmates who are serving sentences imposed for misdemeanors (no felons) <br />to work on City work projects. Attached is a report which summarizes the action taken by the <br />General Assembly and provides a description of the proposed program guidelines. As you can <br />see from this report, City Council's endorsement is required to implement the program. <br /> <br /> Sheriff Gary Waters recommends approval of the proposed plan,~and I concur with is recom- <br />mendation. If tke program meets with Council's concurrence, a motion would be requkred formal. <br />ly endorsing~the program." <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that authorization be g~anted to imple- <br />ment Alternative Work Program, as requested, and was adopted by unanimous vote. <br /> <br /> 84-340 - Letter from the City Manager recommending adoption of a mo~ion authorizing <br />approval of a contract for improvements on Towne Point Road in connection with the Poplar <br />Hill Road project. <br /> <br /> "In 1978, the Council of the City of Portsmouth adopted a resolution endorsing the pro- <br />posed Western Freeway, and including improvements to Poplar Hill Road within the City of <br />Chesapeake and improvements to Towne Point Road within Portsmouth. The Virginia DeFartment <br />of Highways and Transportation has now received bids to construct four lanes on Poplar Hill <br />Road and Towne Point Road from Route 17 to the Chesapeake-Portsmouth boundary line. The im- <br />provements include upgrading the drainage serving both cities, with both cities paying their <br />proportionate share of the cost. In addition, Portsmouth will ha~e to pay its percentage of <br />the construction on the Portsmouth side (primarily construction of the roadway taper). The <br />total cost to the City of Portsmouth for this project is estimated to be approximately $56,000 <br />This project wilt tie into the future widening of Towne Point Road with the Western Freeway. <br /> <br /> In anticipation of awarding the proposed construction contract, officials of the Virginia <br />Department of Highways and Transportation have submitted a proposed agreement to be executed~i <br />by the City of Portsmouth. The prpposed agreement includes approval by the City of Portsmouth <br />of the project design, agreement to maintain the improvement upon its completion, and a com- <br />mitment to perticipate in the cost of the project at the applicable participation percentages <br /> <br /> Funds previously were appropriated for this project, and therefore, the only action neede~ <br />at this time is a motion by the City Council authorizing the C~ty Manager to execute the pro- <br />posed agreement. The City Engineer and the City Attorne~ have reviewed the proposed agreement <br />and found it to be in order. Therefore, I recommend that the City Council approve a motion to <br />a~thorize the execution of the agreement." <br /> <br /> Motion of Mrs. Webh and secn~ded by Mrs. Lucas, that authorization be granted to execute <br />the agreement for improvements on Towne Point Road in connection with the Poplar Hill Road <br />Project, and was adppted by unanimous vote. <br /> <br /> 84-341 Letter from ~he City Manager recommending adoption of a motion authorizing the <br />advertisement of property for sale located at the intersection of George Washington HighWFF <br />and Wirt Avenue. <br /> <br /> ~In.~d~nnectionrwith previous street improvement projects o~ George Washington Highway, <br />the City has acquired a small triangular parcel of vacant property et the i~tersection of <br />George Washington Highway and Wirt Avenue~ The property is no longer ~equired for public <br />purposes. <br /> <br /> The adjoining property owner has expressed interest in acquiring this property for possibl <br />development purposes. The present assessed value of the property is $2,310.00. <br /> <br /> <br />
