September 25~ 1984 <br /> <br /> On,marion of M~a.?Webb and seconded by Mr. Gray, ~!re~ss was?adopted~b~ un~nimofis vote, <br />and Council recessed at 9:25 p.m. and returned to the Chamber at 9:40 p.m. <br /> <br />- REPORTS FROM THE CITY MANAGER - <br /> <br /> 84-356 - Letter from the City Manager recommending adoption of an ordinance to app~opriat~ <br />$300,000 from the Capital ImprOvement Fund for miscellaneous school renovations. <br /> <br /> "The 1983~84 Capital Improvement Program contains $750,000 for the repair and replacement <br />of boilers, minor repairs to school buildings and for the asbestos removal repairs to school <br />~0gm~m,~ ~ur~hu~dred and fifty thousand dollars of this amount was appropriated by the City <br />Council in July, 1983. <br /> <br /> The Director of Finance of the Portsmouth Public Schools has requested that the remaining <br />balance of $300,000 be appropriated at this time. <br /> <br />recommend adoption of the appropriation ordinance." <br /> <br /> On motion~of Mr. Beamer and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $300,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />MISCELLANEOUS SCHOOL RENOVATIONS." <br /> <br /> 84-357 Letter from the City Manager recommending adoption of an ordinance to appropriat <br />$914,00b from the Public Utilities Capital Improvement Fund for construction of utilities to <br />support development of a marine services park in the Pinners Point Port Area. <br /> <br /> "I am pleased to announce the grant award of $500,000 from the Economic Development <br />Administration to aid in the construction of the Planers Point Industrial Park. A resolution <br />support.i~g.the B~oject and authorizing the submission of the application was passed on May 22, <br />1984, This item is contained in the proposed 1984-85 Capital Improvement Program on which you <br />were briefed on September 13. Approval ms requested in advance of adoption of the CIP due to <br />the project acceptance deadline established by the Economic Development Administration. <br /> <br /> This]~public works project will provide for the construction of the public utilitiies <br />necessary to support approximately 60 acres of land in the Pinners Point/Scotts Creek area. <br />Specifically, the project will provide for the installation of a gravity sewer; a pump station <br />and force main to connect with a sewage treatment plant; and, a water main to supply water and <br />fire protection in the area. Of the total cost of $914,000, 85% or $500,000 represents federal <br />funds and 45% or $414,000 represents the required local match. <br /> <br /> The project will substantially benefit the City through the industrial development of the <br />waterfront. It will make the area marketable, will increase the annual tax revenues, and will <br />increase the Grant and appropriation of the funds." <br /> <br /> on motion of Mr. Whitlow and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $914,000 FROM THE PUBLIC UTILITIES CAPITAL <br />IMPROVEMENT FUND FOR CONSTRUCTION OF UTILITIES TO SUPPORT DEVELOPMENT OF <br />A MARINE SERVICES PARK IN THE PINNERS POINT PORT AREA." <br /> <br /> 84-358 - Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$351,000 from the Fl~gini~!P~5ie~Agsistance Fund for Emergency Assistance for the Two-Parent <br />Unemployed Families Program. <br /> <br /> "The Co~mis~ioner of the State Department of Social Services has awarded $351,000 to the <br />Portsmouth Department of Social Services to provide employment assistance and grant support to <br />unemployed parents with children. These funds, appropriated by the General Assembly in its <br />1984 session, are available for pilot projects in localities in Virginia having high unemploy- <br />ment races and demonstrated effective Employment Services Programs. <br /> <br /> The program is designated to provide short-term (three months) financial assistance to <br />families with a~ 'least one child under the age of 18 where both parents are unemployed. <br /> <br /> The Emergency Assistance for Two-Parent Unemployment Families Program is supported fully <br />by State funds. No local match, therefore, is required. I recommend approval of this <br />ordinance." <br /> <br /> On motion of Mrs. Lucas and seconded by Mrs. lYebb, the following ordinance was approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $351,000 FROM THE VIRGINIA PUBLIC ASSISTANCE FUND <br />FOR EMERGENCY ASSISTANCE FOR THE TWO-PARENT UNEMPLOYED FAMILIES PROGRA~." <br /> <br /> 84-359 Letter from the City Manager recommending adoption of an ordinance to appropriat~ <br />$21,123 from the Mental Health SErvices Fund for additional State funding for mental health an~ <br />mental retardation programs. <br /> <br /> <br />
