"The Director of the Community Services Board has informed me of the ~ard of a supple- <br />mental allocation of additional State funds in the amount of $21,123. <br /> <br /> This supplemental amount will allow program expansion in the areas of out-patient treat- <br />ment, pre-vocational training, and special foster care services. As you will remember, we <br />have been seeking program expansion in these needed areas to broaden the ability of our Mental <br />Health and Mental Retardation services to more effectively meet the needs of our citizens. <br /> <br /> I am pleased that this award has been made and recommend your approval of the <br />tion." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was <br />on first reading, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCF~ TO APPROPRIATE $21,123 FROM THE MENTAL HEALTH SERVICES FUND FOR <br /> ADDITIONAL FUNDING FOR MENTAL HEALTH AND MENTAL RETARDATION PROGRAMS." <br /> <br />appropria- <br />approved <br /> <br /> 84-360 Letter from the City Manager recommending adoption of an ordinance to amend <br />certain sections of Chapter 23 of the City Code pertainingcto motor vehicles~and traffic. <br /> <br /> "Attached is an ordinance to amend certain sections of Chapter 23 of the City Code <br />pertaining to motor vehicles and traffic. Passage-of this ordinance will bring these sections <br />in line with changes to the motor vehicle laws made by the General Assembly 6f Virginia. <br /> <br /> I concur with the recommendation of the City Attorney that these amendments be adopted." <br /> <br /> On motion of Mr. Gray and Mrs. Webb, the following ordinance was adopted on first and <br />final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS <br /> ~ENDED, BY AMENDING SECTIONS 23-12[b), 23-55(a), 23-36(c), 23-37, 23-65, 23-73, <br /> 23-75, 23-80, 23-117(c) (e), 23-118, 23-135, 23-144, 23-213, 23-304(a), 23-304(b), <br /> 23-304(d), 23-309, 23-336, 23-360, 23-375(e), 23-376, 23-381.1(ci , 23-387(c), <br /> 23-388, 23-389, 23-395, 23-396, 23-399, 23-400, AND 23-408, AND BY REPEALING <br /> SECTIONS 23-380 THEREOF, PERTAINING TO MOTOR VEHICLES AND TRAFFIC.' <br /> See Councilman Corprew's statement below. <br /> Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br /> -Nays: None <br /> <br />* Councilman Corprew, Licensed Funeral Director, requested that the City Manager look into <br />how much revenue had been generated from the ~30.00 escort fee. <br /> <br />The City Manager to furnish a report to Council. <br /> <br /> 84-361 Letter from the City Manager recommending <br />viewers in accordance with applicable State law to v~ew <br />street, for closure. <br /> <br />adoption of a resolution to appoint <br />a portion of Cemetery Lane, an unused <br /> <br /> 'The City of Portsmouth has made application to close a ~ortion of Cemetery Lane, this <br />is an unused street. <br /> <br /> The attached resolution appoints viewers ~n accordance with applicable State law to view <br />the portion of such street and to report to the Planning Commission if any invonvenience wnuld <br />result in closing that portion of Cemetery Lane. <br /> <br />I, therefore, concur and recommend the adoption of the attached resolution." <br /> <br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the following resolution was adopted, <br />and by the following vo~e: <br /> <br />"A RESOLUTION APPOINTING VI~WKRS FOR THE CLOSING OF A PORTION OF CEMETERY LANE. <br /> <br /> WHEREAS, Portsmouth Redevelopment & Housing Authority has made application to vacate, <br />close, and discontinue the hereinafter-described portion of Cemetery Lane, and it appearing <br />that noti%e'of application and request for the appointment of viewers was duly advertised as <br />required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the CounciI of the City of. Portsmouth, Virginia, that A <br />N. Kendirck, James Moss, Clinton J. Fortune, Matthew L. Peanort, and L. A. Clark be appointed <br />¥iewers, and that Simon P. Arring~on and George N. Powers, Sr. be appointed alternate viewers <br />in the event one of the preceding viewers fails to participate, said viewers to view the here- <br />inafter-described portion of such street and to report to this Council in writing whether in <br />their opinion any, and if any, what ~nconvenience would result in vacating and closing the <br />following: <br /> <br />CEMETERY LANE <br /> <br /> Ail that certain piece or parcel of land, lying and being in the City of <br />Portsmouth, Virginia, beginning at a point on the south side of Cemetery Lane <br />176.63' north 86°46'48'' east from the southeest intersection of Cemetery Lane <br />and Fort Lane; thence north 03°13'12" west 31.1'; thence north 86°43'26'' east <br />8'; thence south 03o16'23'' east 1.1'; thence north $6°~6'48'' east 115.45' to <br />the west side of Effingham Street; thence south 03°32'49'' east 30'; thence south <br />86o46'48" west 123.62' to the Point of Beginning." <br /> <br /> <br />
