<br /> 84-389 On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was
<br />adopted, and by the following vote:

<br />'A RESOLUTION ENDORSING A PUBLIC FORUM ON THE PROPOSED ST. JULIEN'S CREEK
<br />ANNEX HAZADOUS WASTE STORAGE FACILITY AND REAFFIRMING OF THE REQUEST THAT
<br />A FULL ENVIRONMENTAL IMPACT STATEMENT BE PREPARED.
<br />
<br /> WHEREAS, this Council, by adoption of a Resolution on July 24, 1984, requested that
<br />the Defense Logistics Agency and the United States Navy prepare a full environmental im-
<br />pact statement on the proposed St. Julien's Creek Annex Hazadous Waste Storage Facility;
<br />and
<br />
<br /> WHEREAS, said environmental impact statement for the proposed project has not been
<br />prepared; and
<br />
<br /> WHEREAS, many issues pertaining to the proposed facility have not been adequately
<br />addressed such as movement of materials to and from the facility, air quality control impacts
<br />on adjacent residential areas, potential groundwater contamination, emergency fire protection,
<br />and the potential impact upon the City of Portsmouth's sewage treatment system;~ and
<br />
<br /> WHEREAS, representatives of the cities of Chesapeake, Norfolk, Portsmouth, and Virginia
<br />Beach, operating through the Southeastern Virginia Planning District Commission, have
<br />reviewed the proposal and found that a number of significant environmental impacts can be
<br />expected as a result of the project's implementation; and
<br />
<br /> WHEREAS, the Council of the City of Chesapeake, Virginia, has expressed its concern
<br />with the proposed project; and
<br />
<br /> WHEREAS, despite the questions raised, the Defense Logistics Agency and the United
<br />States Navy have been vague and unresponsive and have provided little information for the
<br />public concerning the proposed facility.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth endorses a
<br />joint public forum to be sponsored by the City Council's of Portsmouth and Chesapeake to
<br />advance understanding of the proposed project, and to substantiate further the need for an
<br />environmental impact statement, such forum to provide questioning of appropriate officials
<br />of the Defense Logistics Agency and the United States Navy by panelist having knowledge of
<br />the subject and to further allow questioning by the general public.
<br />
<br /> BE IT FURTHER RESOLVED that this Council reaffirms its request that a full environmental
<br />impact statement be prepared on the proposed facility.
<br />
<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward
<br />copies of this resolution to Senator John W. Warner, Senator Paul S. Trible, Jr., Congressman
<br />Norman Sisisky, the appropriate officials of the Department of Defense, the Mayor and Members
<br />of the Council of the City of Chesapeake, Virginia, and the appropriate officials of the
<br />Southeastern Virginia Planning District Commission."
