October 9, 1984 84-390 - On motion of ~r. Gray and seconded by Mrs. Lucas, the following resolution was adopted, and by the following vote: "A RESOLUTION REAFFIRMING THE CONCERNS OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA, WITH THE CONSTRUCTION OF AN ASH DISPOSAL FACILITY ON THE PORTSMOUTH/ CHESAPEAKE BORDER. WHEREAS, this Council, by adoption of a resolution on September 11, 1984, requested that the Council of the City of Chesapeake, Virginia, withhold action on a use permit application filed by the Virginia Electric & Power Company (VEPCO) for the construction of an ash disposal facility in Chesapeake near its border with Portsmouth in the vicinity of Cavalier Manor until such time as a full environmental impact study can be prepared; and WHEREAS, an environmental impact statement for the proposed project has not been prepared and the concerns involving the establishment of a potentially hazadous facility in the heart of a major metropoli, tan area have not been adequately responded to; and WHEREAS, this Council is concerned with the establishment of a potentially hazadous facil ity in the vicinity of a residential area which may constitute a threat to the health and well being of the residents of the area as well as a threat to the waters of Hampton Roads and the quality of life enjoyed by the citizens of all the Tidewater cities. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, advises the Council of the City of Chesapeake, Virginia, that it opposes the issuance of a use permit to VEPCO until such time as a full environmental impact study has been prepared and the results thereof establish, to the satisfaction of the affected citizens, %hat the project will not have a significant environmental impact on the quality of life and the health and well being of those persons. BE IT FURTHER RESOLVED that this Council requests that the appropriate State regulatory agencies commence an immediate inquiry into the proposed facility and take whatever steps might be necessary to protect the health and well being of the residents of the area. BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to ~forward copies of this resolution to the Honorable Mayor and members of the Chesapeake City Council, the appropriat~ officials of VEPCO and the applicable State regulatory agencies."
