BARNES WHEREAS, Jack P. Barnes was a respected member of the Portsmouth City Council for twenty- four years; and WHEREAS, his active participation and leadership contributed to the progress of the City from neighborhood preservation to waterfront development; and WHEREAS, he was always willing To take time from his busy schedule To discuss and promote good government with any and all citizens; and WHEREAS, he was always willing and available to serve the City on local and regional Boards and Commissions to promote the best interest of the City and region; and WHEREAS, the citizens of Portsmouth have organized and planned a special dinner to recog- nize him for his contributions of time an~ effort on behalf of the City.
